cf extended conferences between the Director, the Vice-President in charge of the Chicago Professional Colleges, deans and heads of departments in Chicago, and other general administrative officers, and employee groups. Because of the urgency of the problem and the delays incident to completion of details, employees have been advised that the Board would be requested to authorize this change. Funds are available within budgets of the current year for the increased cost of the change, estimated at $180,000 a year ($90,000 for one-half year, 1946-1947). It is covered by the proposed budget for 1947-1949. T h e Director also requests approval for making the work schedules supplementary to the basic "Policy and Rules" instead of being included as an integral part therein. This will do away with the necessity of printing separate, complete editions of the Policy for each campus and will make it possible to revise detailed schedules from time to time as required as supplementary to the main policy. T h e authority for approving such revisions of detailed schedules already has been delegated to the Director of Nonacademic Personnel by the Board. By way of clarification, the Policy and Rules Relating to Compensation and W o r k i n g Conditions of Nonacademic Employees, Chicago (effective July 1, 1945). IV, H o u r s (page five), P a r a g r a p h I, should be revised to read as follows: I. T h e University recognizes work schedules as set forth in this section. Each employee classification is allocated to an appropriate work schedule as to the work day and the work week. See pages 17-22 for schedules showing which work schedule applies to any specific classification. Changes in these schedules will be made as to prevailing rate groups when prevailing local practices change and the University is notified accordingly. Changes affecting other groups maybe made by the Board on the recommendation of the Director of Nonacademic Personnel and the President. Employees in groups concerned will be notified of all such changes. I concur in these recommendations and request approval. O n m o t i o n of D r . APPLICATION FOR FEDERAL FUNDS FOR PREPARATION OF PLANS FOR NEW BUILDINGS (6) T h e Bureau of Community Facilities of the Federal W o r k s Agency has been given the responsibility for the administration of Title V of the W a r Mobilization and Reconversion Act of 1944. T h e purpose of the Act is to encourage States, their agencies, and the political subdivisions of the States to complete the plan preparation of specific public works and to take other steps necessary to enable them to undertake the construction of their public works. This Act authorizes the Federal W o r k s Administrator to make advances of Federal funds to non-Federal public agencies to assist in the preparation of plans for specific public works and to issue regulations for the purpose of carrying out the provisions of Title V of the Act. T h e Act specifically provides that the making of advances shall not in any way commit the Federal Government to assist in the construction of the public works so planned. T h e Act and regulations provide that advances shall be repaid to the Federal Government if and when construction is undertaken either under contract or by the applicant's forces. If the University of Illinois applies for and receives funds, it will be possible to start now on the preparation of plans for those buildings included in the requests for state appropriations for the biennium 1947-1949. If an appropriation is received, construction can be started at an earlier date than otherwise would be possible. If the appropriation is deferred, plans will be ready whenever funds are available. T h e extent to which the University can receive funds from the Federal W o r k s Agency under this program is not known. Representatives of the F W A have indicated that $179,000 has been set aside for the State of Illinois and that it appears that the foremost need in the State of Illinois is at the University of Illinois. T h e Comptroller recommends, and I concur, that the University attempt to obtain funds under this program. It is requested that the Board adopt the fol-
