tive months, service shall be regarded as consecutive if ( i ) period of seasonal operations in which he is employed is at least six consecutive m o n t h s ; (2) the individual is employed for six consecutive months during the entire period of seasonal operations; and (3) the only breaks in employment are due to seasonal layoffs." V I I - 2 - A . " O n e calendar m o n t h vacation in each year of service. . . ." V I I - 2 - B . " P r o g r e s s i v e vacation s c h e d u l e : T w o w o r k w e e k s in each of the first two years of service; three work weeks in each of the next two years of service; one calendar month in the fifth and each succeeding year of service." V I I - 2 - C . " T w o w o r k w e e k s vacation in each year of service." V I I I - i - B . "Such e m p l o y e e s m a y elect to use p o r t i o n s of allowances for disability provided under sub-section 2 hereof to supplement payments made under the Workmen's Compensation Act, provided that in no case during a period of disability shall total payments exceed the full compensation paid the individual at the time the disability occurred." V I I I - 2 - A . " E a c h full-time p e r m a n e n t and c o n t i n u o u s employee is entitled to a disability leave of two work weeks with pay in each year of service, no part of which shall be cumulative. Each permanent and continuous employee employed regularly but on a part-time basis is entitled to such fraction of two work weeks with pay as is represented by the relationship between this parttime employment and the full-time schedules in his classification. Any permanent and continuous employee who is disabled before completing his first year of service will be allowed the same proportionate amount of the two work weeks disability leave as the portion of the year completed." V I I I - 3 - b . "Disability benefits from t h e S y s t e m a r e payable to any participant for mental or physical disability arising from any cause as a result of which the individual is unable to perform the duties of his position. Benefits begin 60 days after the beginning of the disability, provided an application has been filed and salary suspended. Benefits amount to 50% of the earnings at the time the disability occurred and continue during the disability until the total paid is 50% of the total earnings during service credited in the Retirement System." I X - 2 . "Leaves of absence with pay on account of death or illness of relatives may be granted by the Director of Nonacademic Personnel to the extent considered reasonable and necessary in each case, taking into consideration length of service, condition of work in the department, previous leave granted the employee, and recommendation of department head. Such leaves when granted shall be charged against the employee's annual disability leave in accordance with Section V I I I - 2 - A , unless otherwise approved by the Director of Nonacademic Personnel." X I I I . "Grievances shall consist of all m a t t e r s of dispute affecting the employer-employee relationships, excepting those set out in Section I I I to Section IX inclusive, other than questions of interpretation of those sections or their applications to individual cases and except as stated in paragraph 5 of this section. If any employee has a grievance which he desires to have considered, he shall present it in the following m a n n e r : " X I I I - 5 . "Cases of suspension or cases a r i s i n g u n d e r section I I I - 3 - C may be appealed by or on behalf of an employee in accordance with paragraphs 1 to 3 of the foregoing procedure. T h e Director of Nonacademic Personnel is authorized to make final decision in such cases." X I V . " E m p l o y e e s shall acquire seniority r i g h t s r e t r o a c t i v e to date of employment after the completion of the probationary period of six months as provided in the University Civil Service Rules. Seniority shall be by length of service in the promotional line; and seniority rights shall be limited to the locality in which the work is performed, that is Urbana, Galesburg, the Chicago professional colleges, the Chicago Undergraduate Division, the Agriculture E x periment Station at Dixon Springs, and any other locations which now are, or may be, established by the University. If an employee is on disability leave, or is on leave for service in the armed forces of the United States, the tenure for seniority will continue as though he were continuously employed. If the employee is laid off for lack of work, or if a leave, other than a disability leave or
