for service in the armed forces of the United States is granted at the request of the employee, seniority will be based on the actual months of service in the promotional line. "If an employee accepts a position in a classification outside the promotional line, he may be given a leave for one year from his old classification in order that he may preserve seniority for the months of service in the promotional line of which that classification is a part. After one year's service in the classification outside the promotional line, the employee's continuation in that classification will be deemed a waiver of seniority rights in the old promotional line." CHANGES IN CIVIL SERVICE CLASSIFICATION

At this point, Mr. McLaughlin reported that the Committee on Civil Service and Employees of the Board of Trustees received from President Stoddard the revised classification descriptions of University positions which were put into effect during the past year by the Director of Nonacademic Personnel for the purpose of bringing such positions into accord with current requirements. After a review of this report the Committee recommended that it be received for record. On motion of Mr. McLaughlin, this list of revised descriptions was received for record. 1

BIENNIAL BUDGET FOR OPERATIONS, 1 9 4 7 - 1 9 4 9 (16) I present the biennial budget for the operation of the University of Illinois for the two years beginning July 1, 1947, covering all funds for which appropriations must be made by the General Assembly. This estimate is submitted as the proposed basis for the budget to be filed with the Department of Finance by November 1, 1946, as required by law. In accordance with the principles outlined in this report and on the basis of detailed schedules presented to the Board, I recommend a total operating budget for 1947-1949 of $65,083,818. Of this amount, the sum of $48,083,818 would come from the tax funds of the State and $17,000,000 from the University's own income. The original appropriation for 1945-1947 was $25,407,250, of which $19,207,250 came from tax funds and $6,200,000 from University income. However, early in the 1947 session of the General Assembly, the University will request supplementary appropriations presently estimated at $9,903,146 which, when granted, will bring the total appropriations for the current biennium to $35,3 I o,396. This means that the total requested increase for 1947-1949 over 1945-1947 is actually about $30,000,000. In view of the extraordinary increase in educational services to be rendered in the coming biennium, as indicated in this report, the increase is not out of proportion. It also should be noted that the extra sum of nearly ten million dollars is needed entirely for the second year of the present biennium.

PRINCIPLES GOVERNING BUDGET

Many complex and diverse problems face the University with respect to its budget for 1947-1949. Among these may be mentioned the following: 1. Increased Enrollment. Appropriations to the University for 1945-1947 were based on the assumption of the Illinois Budgetary Commission that the enrollment would remain static at about 8,000 students during that period. Accordingly no provision was made for increased staff, and relatively little for supplies and equipment. Actually, we will be serving during 1946-1947 approximately 26,000 students, or over three times the number on which the current biennial appropriation is based. Of this number 18,500 at Urbana will continue through 1947-1949. Material additions must be made to enable the University to serve satisfactorily this greatly increased body of students. The increase requested for this purpose is $4,389,712 annually or for the biennium $8,779,424.
