On motion of Mr. McLaughlin, the action of the President in authorizing the acceptance of this housing was approved and confirmed, and authority was granted as recommended.

AMENDMENT OF RULES FOR THE CLASSIFIED CIVIL SERVICE (14) T h e Director of Nonacademic Personnel recommends the following change (indicated by italic type) in the rules for the classified Civil Service as originally adopted by the Board of Trustees December 16, 1941:

X. PROMOTION

T h e Board shall, by its rules, provide for promotions whether to fill vacancies or otherwise, solely on the basis of ascertained merit. To that end, it shall fix lines of promotion wherever practicable. Employees who are promoted in accordance with this section shall have their seniority determined by the length of service in the promotional line. Any change of a classified employee from a position of one class to a position of another class •within the promotional line requiring an increase in compensation, an increase in duties or responsibility, or a combination of both, shall be deemed a promotion. Promotions shall be made from promotional registers and determined on merit and ability, to be ascertained by examinations in which the employee's service rating, education, personal qualifications, seniority, and personnel history are all considered. T h e University's regulations implement the State Civil Service law, and the above change is recommended to bring these regulations more in line with the provisions of the law. I recommend that this be referred to the Committee on Civil Service and Employees. T h e Director of Nonacademic Personnel met with this Committee today, preceding the Board meeting. O n m o t i o n of M r . M c L a u g h l i n , t h e r u l e s w e r e c h a n g e d a s r e c o m mended. AMENDMENT OF "POLICY AND RULES RELATING TO COMPENSATION AND WORKING CONDITIONS OF NONACADEMIC EMPLOYEES" (15) T h e Director of Nonacademic Personnel recommends certain changes in the "Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees," adopted by the Board of Trustees June 30, 1945, as amended. I recommend that this be referred to the Board Committee on Civil Service and Employees. The Director of Nonacademic Personnel met with this Committee today, preceding the Board meeting. O n m o t i o n of M r . M c L a u g h l i n , c e r t a i n s e c t i o n s of t h e r u l e s o n n o n a c a d e m i c employees w e r e a m e n d e d to r e a d as follows: I V - 4 - B . " E i g h t - h o u r day or four-hour half-day shift, 40-hour week within the period M o n d a y m o r n i n g t h r o u g h S a t u r d a y n o o n inclusive." I V - 4 - C - a . " E m p l o y e e s now w o r k i n g u n d e r a basic 44-hour week, a n d wishing to be permanently tranferred to Plan B, will be so transferred upon request to the Department Head, who shall notify the Office of Nonacademic Personnel of all such transfers. Employees now working under a basic 44-hour week, and eligible for a month's vacation, who are thus transferred, will suffer no reduction in total weekly or monthly compensation as a result of such transfer." VT-2-B. " O t h e r employees, except a d m i n i s t r a t i v e employees employed in classifications listed under Schedule U - I X and C-VI, will be compensated at time and a half, payable in cash in addition to regular compensation." VII—1. " V a c a t i o n s are g r a n t e d only to p e r m a n e n t and continuous employees who complete not less than eleven consecutive months of service.
