T h e Director of the Physical Plant Department and the Comptroller recommend the award of a contract to the Fedco Electric Contractors, Inc., of Danville, Illinois, the lowest bidder, on the basis of the lump sum bid of $14,529.63. Funds are available. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute a contract with the Fedco Electric Contractors, Inc.

On motion of Mrs. Holt, this contract was awarded as recommended.

IMPROVEMENT OF PARKING AREA AT CORNER OF TAYLOR AND WOLCOTT STREETS, CHICAGO (14) The northeast corner of Taylor and Wolcott Streets, Chicago, which is University property, is used as a parking lot. It has a cinder surface and, therefore, during the summer and spring the dust from this area is a nuisance to occupants in adjacent buildings. The Director of the Physical Plant Department recommends the resurfacing of this area with crushed stone and an asphalt topping which will eliminate the dust and also provide a better parking area for the use of University staff members. The following bids have been received on this resurfacing: Robert Anderson and Company, Chicago $9 275 Black Top Roads Company, Chicago 7 950 T h e Director of the Physical Plant Department and the Comptroller recommend the award of the contract to the Black Top Roads Company, the lower bidder for this work. Funds for this are available in the budget. I concur. O n m o t i o n of D r . M e y e r , t h i s c o n t r a c t w a s a w a r d e d a s r e c o m mended. SANITARY SEWER SERVICE FOR TEMPORARY HOUSING AREA (15) Since early spring the sanitary sewer on First Street, Champaign, serving the temporary housing area, has been overloaded to the extent that it is backing up in the temporary housing units and in private property along First Street. It is the opinion of all concerned (including the City Engineer of Champaign, the City Commissioner, and the Urbana-Champaign Sanitary District Engineer) that the only practical solution is the construction of a relieving sewer from Gregory Drive and First Street to Third and Healey Streets, where a junction can be made with an existing 24-inch interceptor sewer of the Urbana-Champaign Sanitary District. To expedite this needed improvement the University should construct the sewer, financing the entire cost, but with the approval of the City of Champaign and of the Urbana-Champaign Sanitary District. T h e Physical Plant Department recommends that Wilson and Anderson, Champaign, engineers on the interceptor sewers for the Sanitary District (the University paid part of the cost of this improvement), be engaged to make a study of the project. Authority is requested to employ them at a cost of 7J4 per cent on all work up to $50,000 and 7 per cent above that amount. A preliminary estimate of the total cost is $60,000. Four per cent of this fee will cover the design stage up to taking bids. If, after receiving bids, it is concluded that the University should carry out this project, further consideration will be given to the relationship between the University and the Sanitary District. Funds are available for the entire cost of this project, if undertaken, from the State capital appropriation for temporary student housing facilities. T h e Legal Counsel believes that the University has a legal basis for such an expenditure, and particularly in view of the emergency aspects of the problem. T h e Comptroller concurs in this recommendation. I recommend ( a ) approval of the program in principle, subject to further consideration when engineers' estimates and bids are received, and necessary
