In the two years immediately preceding the war, twenty leaves were granted for 1938-1939 and twenty-three for 1939-1940, although some in the latter group were subsequently cancelled at the requests of the applicants after the war began. O n motion of Mr. McLaughlin, these leaves were granted as recommended.

CERTIFICATES FOR POSTGRADUATE COURSE IN DENTISTRY

(3) The Dean of the College of Dentistry and the Vice-President in charge of the Chicago Professional Colleges recommend the granting of certificates to postgraduate students in orthodontia who have completed a minimum of one year of work in full-time residence. The Board of Trustees on recommendation of the University Senate has previously authorized certificates for postgraduate programs in the College of Medicine. The certificates will serve to give recognition to those practitioners who have completed training in a recognized specialty in the dental profession. I concur. O n motion of Mr. Nickell, these certificates were authorized as recommended.

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES

(4) The Committee on Special Appropriations and Nonrecurring Expenditures recommends assignments from the General Reserve Fund for the following purposes: 1. Equipment for the Department of Ceramic Engineering $29 000 2. Equipment for the Department of Dairy Production 10 000 3. Equipment and temporary lighting for the College of Fine and Applied Arts 9 876 4. Improvements in Room 155 Natural History for the Department of Botany 3 664 5. Equipment for Management courses and purchase of office equipment for College of Commerce 3 521 Total $56 061 O n motion of Mr. McKelvey, these appropriations were made as recommended, by the following vote: Aye, M r . Davis, M r . Fornof, M r s . Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green, Dr. Luken, Dr. Meyer.

ADDITION TO THE GENERAL CONTRACT FOR THE ELECTRICAL ENGINEERING BUILDING

(5) The Physical Plant Department recommends a change in the construction of the Electrical Engineering Building by substituting four inches of brick for the Haydite block construction originally specified for the center of the exterior walls. Wall leakage has occurred in the Physics Research Laboratory recently constructed and it is the opinion of the University Architect that this is probably due to the use of concrete brick made with Haydite aggregate which forms a part of the exterior wall construction. The John Felmley Company has submitted an estimate of $2,567.62 for the additional cost of the change in the construction of the exterior walls of the Electrical Engineering Building. The Director of the Physical Plant Department and the Comptroller recommend that the change be made. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute an addition to the contract. O n motion of M r s . Holt, this addition to contract was approved and authority given as recommended.
