"Construction of addition to present Hospital Building for Research in Physical Environment." I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute this addition to the contract. O n m o t i o n of M r . ADDITION TO CONTRACT FOR GENERAL WORK ON THE MECHANICAL ENGINEERING BUILDING (27) In the planning of the Mechanical Engineering Building it was anticipated that certain basement areas would not be immediately needed and it was indicated in the contract drawings that these areas would be finished and subdivided at a later date. The Department of Mechanical Engineering has now asked that these areas be completed. T h e work can be done at less cost while the building is under construction than later. Moreover, finishing these areas will provide much needed additional classroom space. The Director of the Physical Plant Department and the Comptroller recommend an increase of $1,970 in the contract with James McHugh Sons, Inc., the general contractor on this project, for the additional work. Funds are available in the State appropriation for the "Construction of a new Mechancial Engineering Building" for this work. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute this addition to the contract. O n m o t i o n of M r . M c K e l v e y , t h i s a d d i t i o n t o c o n t r a c t w a s a p p r o v e d , and a u t h o r i t y w a s given as r e c o m m e n d e d . EMERGENCY LIGHTING SYSTEM IN McKlNLEY HOSPITAL

Mr. McKelvey presented the following report.

The Board of Trustees has referred to its Committee on Buildings and Grounds a recommendation from the President of the University for authorization of a contract with Graham, Anderson, Probst, and White for the preparation of plans and specifications for the installation of a battery operated emergency lighting system in McKinley Hospital. On January 17 the Committee met at Urbana to consider this and other matters. The Physical Plant Department was requested to restudy the project to determine how extensive an installation is necessary to provide adequate safeguards in the event of power failure. The Department has consulted with the University Health Officer on this question and he has reported as follows: "It is our opinion that the following areas should be protected by such service: (1) the first floor, including the X-ray room, laboratory, and emergency room; (2) the surgery unit on the third floor, which of course takes in the operating room, sterilizing room, etc. By having such protection on the first floor, you will have provided a room for the use of the so-called 'iron lung,' or mechanical respirator, power-driven apparatus in the laboratory, etc. "As we understand it, power has been unavailable at no time for longer than an hour, and that you propose providing standby battery service for four hours or longer." In view of this reduction in the amount of emergency lighting to be installed, the estimate of the total cost of the project has been reduced from $12,000 to $8,000, including engineering services. T h e Committee recommends that the firm of Graham, Anderson, Probst, and White be engaged to prepare plans and specifications and complete working drawings for this installation on a cost-plus basis. No appropriation is required as funds are available in the Physical Plant Department budget for this purpose. FRANK H. MCKELVEY, Chairman
