an installation to serve only the rooms on the south half of the building. Two bids were received for the entire project, from Schroeder's, Champaign, $27,396, and from R. H . Bishop Company, Champaign, $44,000; their respective bids for the south half only were $13,640 and $22,000. A contract was awarded to Schroeder's, the lower bidder, for $13,640 for the south half of the third floor only, due to lack of funds at the time. An appropriation for the completion of this project was approved by the Board of Trustees on December 20, 1955. Schroeder's is willing to complete the work for $13,756, the difference between the original lower bid on the total project and the contract awarded them, plus $1,609.52 for increases in cost of labor and materials which have occurred since the contract was first awarded on March 30, I0 5S. . . . . . In view of the wide difference in the bids previously received and the probability that n o lower bids would be received if new ones were taken now, the Director of the Physical Plant and the Comptroller recommend an increase of $15,365.52 in the contract with Schroeder's and authorization to that contractor to proceed with the complete project; namely, the installation of an air conditioning or ventilating system for the practice rooms on the north side of Smith Memorial Music Hall. I concur and recommend that the Comptroller be authorized to execute this contract change. O n m o t i o n of M r s . CONTRACT FOR AIR CONDITIONING OF NURSERY IN RESEARCH AND EDUCATIONAL HOSPITALS (10) The Director of the Physical Plant and the Comptroller recommend award of a contract for $25,084 to Reliable Sheet Metal Works, Inc., Chicago, the lowest bidder, for air conditioning the nursery in the Research and Educational Hospitals. The work will consist of installation of air conditioning in five rooms, formerly used as wards, which are being converted into a nursery for new-born infants and is necessary to meet the standards of the Board of Health of Chicago. The project has a high priority to be completed in the current biennium. Funds are available in the state appropriation for 1955-57 "For rehabilitation and remodeling of minor additions to existing buildings at Urbana-Champaign and at the Chicago Professional Colleges," subject to release by the Governor. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract, subject to release of funds by the Governor. O n m o t i o n of M r s . REGULATIONS GOVERNING PARKING OF STUDENT AUTOMOBILES AT URBANA-CHAMPAIGN (11) Members of the Board of Trustees have already received, separately, a report to the President of the University from the University's Traffic and Parking Board on the parking situation surrounding the main University campus at Urbana-Champaign together with remedial measures recommended. The report speaks for itself and a copy is hereby filed with the Secretary of the Board for record. T h e report and recommendations of the Traffic and Parking Board have also been considered by the University Council 1 which supports the recommendations. In accordance with this advice, I recommend adoption of the following regulations applicable to students enrolled in the University at Urbana-Champaign, effective April 4, 1956: 1. Between the hours of 1:00 a.m. and 8:00 a.m. Monday through Friday, no
