student shall park a motor vehicle on city streets within the area bounded by the Illinois Central Railroad on the west, east curb of Lincoln Avenue on the east, north curb of Springfield Avenue on the north, and south curb of Pennsylvania Avenue on the south. a. In cases of demonstrated need, students may, upon application to and approval of the Motor Vehicle Division of the Security Office, obtain permission to park on public streets in the area defined between the hours of 1:00 a.m. and 8:00 a.m. Monday through Friday. Examples of demonstrated need are physical disability and commuting students. b. Students will be permitted to store their cars during restricted hours in the following locations: Location Capacity Parking lot at southeast corner of Pennsylvania Avenue and Fourth Street 150 Florida Avenue, Fourth Street to Lincoln Avenue 190 (one side only) Fourth Street, Pennyslvania Avenue to St. Mary's R o a d . . 180 (both sides) First Street, Pennsylvania Avenue extended to St. Mary's Road 120 (partially restricted) Road adjacent to and east of University Golf Course 60 (one side only) Lincoln Avenue, Florida Avenue to St. Mary's Road 60 (one side only) Total 760 cars Additional space will be provided if experience indicates there is need for more such parking areas. 2. Between the hours of 1:00 a.m. and 5:00 p.m. Monday through Friday, no student shall park a motor vehicle on any University street, drive, or parking area. a. Areas owned by the University within the defined zone and set aside for residence purposes shall be excepted where space has been provided for parking of residents' vehicles on University property within the area. b. In cases of physical disability, students may, upon application to and approval of the Motor Vehicle Division of the Security Office, obtain consent to park on University streets, drives, and lots between the hours of 1:00 a.m. and 5:00 p.m. Monday through Friday. These regulations shall apply to all undergraduate, professional, and graduate students but not to graduate students who are employed one-half time or more on the University staff. Penalties. The provisions of the Motor Vehicle Code (Chapter 9, Code on Student Affairs) pertaining to registration, identification, parking, and penalties for violations of these provisions shall apply to graduate and undergraduate students as defined above. The Traffic and Parking Board also recommends, and I concur, that no vehicle displaying the University parking permit may be parked or stored in a University parking lot between the hours of 2:00 a.m. and 6:00 a.m. except for vehicles belonging to staff members on duty during such hours and vehicles stored in lots reserved for residents. If, after reasonable time, further restrictive measures on the use of student automobiles are deemed necessary, additional recommendations will be submitted.
