On motion of Mrs. Watkins, this contract was awarded, and the Comptroller and the Secretary of the Board were authorized to execute the same.

CONTRACT FOR REROOFING NATURAL HISTORY BUILDING (10) T h e Director of the Physical Plant and the Comptroller recommend award of a contract for $12453 to Harlan E. Moore and Company, Champaign, the lowest bidder, for reroofing flat deck areas of the Natural History Building, removing and replacing gutters at the edges of flat roof areas, and providing sheet metal flashing work as is required. Funds are available in the Physical Plant operating budget. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract. O n m o t i o n of M r . CONTRACT FOR STRUCTURAL STEEL AND COAL BUNKER FOR ADDITION TO HEATING PLANT (11) The Executive Committee reports that on recommendation of the Director of the Physical Plant and the Comptroller, and with the concurrence of the President of the University, it has authorized the award of a contract for $66,518 to Vierling Steel Works, Chicago, for furnishing, fabricating, and delivering all structural steel needed for the steel coal bunker for the addition to the Abbott Power Plant. In order to expedite the work, bids were taken on the unit price per pound of steel because in this way bids could be received in advance of the completion of detailed plans and specifications. Control over the total cost of the contract can be maintained in that the amount of steel delivered will be based upon actual needs as specified in the plans. A low bid of $64,647.50 was submitted by Allied Structural Steel Companies, Chicago, but because of prior engineering and shop commitments this bidder could not assure delivery of steel in accordance with the schedule set forth in the specifications. Unless the delivery dates specified are met, construction of the addition to the plant could be delayed from four to seven months into winter weather conditions, which could easily result in a greater cost than the difference between the lowest bid and that of the Vierling Steel Works, and might even prevent completion of the power plant addition within the current biennium for which the appropriation is available. Because of favorable allotments from steel mills, the Vierling Steel Works can make delivery in accordance with specifications, or about four months sooner than the delivery date which Allied Structural Steel Companies could guarantee, but to meet this schedule, Vierling Steel Works had to receive the contract prior to November 11, 1955, so that it could enter its order with the rolling mill and schedule fabrication in their shops ahead of other commitments. T h e bid of the Vierling Steel Works is within the University's estimates of the cost of this phase of the job and funds are available in the state appropriation "For addition to the heating plant, with fixed equipment installed, including plans and specifications, extension of utilities to the building, and all other necessary costs and charges incident to the completion of the work," and have been released by the Governor. In view of the obvious advantage to the University, the Executive Committee authorized acceptance of the second lowest bid and awarded the contract to the Vierling Steel Works. O n m o t i o n of M r . L i v i n g s t o n , t h e a c t i o n of t h e E x e c u t i v e C o m m i t tee w a s confirmed, a n d t h e C o m p t r o l l e r a n d t h e S e c r e t a r y of t h e B o a r d were authorized to execute the contract awarded by the Executive Committee.
