ADJUSTMENTS IN T H E BUDGET (6) Although action of the Board in approving the University's operating budget for the academic and fiscal year 1955-56 authorizes the President of the University to make such adjustments as are necessary, I, nevertheless, desire to report the following major changes which I have approved since September 1: Office of Admissions and Records, an increase of $6,000. T o provide for the salaries of two nonacademic positions in the Office at Urbana-Champaign and one at the Chicago Undergraduate Division which are required because of the increased volume of business these offices must handle. This is a permanent increase in the budget. Chicago Undergraduate Division, an increase of $20,000. This is an assignment from the General Reserve Fund to the College of Liberal Arts and Sciences ($11,000) and to the College of Engineering ($9,000) to provide for increased enrollments for the current year 1955-56. It is not necessarily a permanent increase in the budget. O n m o t i o n of M r . H e r r i c k , t h e s e a c t i o n s o f t h e P r e s i d e n t w e r e confirmed. CONTRACTS FOR ADDITION TO POWER PLANT (7) The Director of the Physical Plant and the Comptroller recommend award of contracts for the addition to the Abbott Power Plant as follows: Pressure reducing equipment.— Republic Flow Meters Company, Chicago (lowest bidder) $ 3 699 Ash handling equipment — United Conveyor Corporation, Chicago 28 894 While the Chicago Fire Brick Company submitted a lower bid of $28,173.50 for the ash handling equipment, Sargent & Lundy, Chicago, mechanical engineers for this project, recommend and the Director of the Physical Plant concurs that this bid be rejected because ( a ) considerably less steam is required for the vacuum producing exhauster in the United Conveyor Corporation's equipment so that the annual operating cost is approximately $600 a year less than would be the cost of using Chicago Fire Brick Company's equipment, and (b) the ash handling equipment now installed in the Abbott Power Plant was furnished by United Conveyor Corporation and has given satisfactory service. Spare parts on hand are suitable for use with the equipment included in the proposal of United Conveyor Corporation, whereas additional parts would have to be purchased for the Chicago Fire Brick Company's equipment. Funds are available in the state appropriations to the University for 1955-57 for buildings and other capital improvements. I concur in the above recommendation and request that the Comptroller and the Secretary of the Board be authorized to execute the contracts to be awarded, subject to release of funds by the Governor.

On motion of Mr. Livingston, the bid of the Chicago Fire Brick Company was rejected for the reasons stated in the recommendations of University officers; and On motion of Mr. Livingston, the contracts were awarded as recommended by University officers, and the Comptroller and Secretary of the Board were authorized to execute these contracts.

CONTRACT FOR ALTGELD HALL ADDITION (8) The Director of the Physical Plant and the Comptroller recommend award of a contract for $13,851 to Bellis & Miller, Champaign, the lowest bidder, for plumbing installations in the relocation and reconstruction of utilities for the addition to Altgeld Hall. Funds are available in the state appropriations for 1955-57 for buildings and °ther capital improvements.
