PURCHASES AUTHORIZED (16) T h e following purchases were recommended by the Purchasing Agent and authorized by the Comptroller. Unless otherwise specified the purchases were made on the basis of lowest bids, ceiling prices, or because the items are noncompetitive. Emergency action was necessary to secure delivery in time to meet specific needs or because prices quoted were subject to immediate acceptance. i. One Ford Ferguson tractor "Moto-Tug," for the University of Illinois Airport, from Dana Hudelson, Champaign, at a cost of $1,631.96. 2. Installation of two Bowser Serv-A-Plane units and two 5,000-gallon underground storage tanks, for t h e University of Illinois Airport, from the T e x a s Company, at a cost of $3,286. 3. 1.75 lbs. pure, 10 lbs. 8 5 % , and 8 lbs. 30%, 2-methyl-S-vinyl-pyridine, for the W a r Production Board Rubber Research, from t h e Reilly T a r and Chemical Corporation, at a cost of $2,706.

On motion of Mr. Davis, the action of the Comptroller in authorizing these purchases was approved and confirmed.

CONTRACT FOR ELECTRICAL DISTRIBUTION SYSTEM FOR PORTABLE HOUSES (17) Following a r e t h e bids received December 8 for installation of both the electrical distribution and the ground lighting systems for the temporary housing installations on the Gallivan Tract and on the site west of First Street: Guaranteed Fixed Maximum Bidder Fee Price E . A. Koeneman Electric Co $4 563 $13 163 Hecker and Co 2 050 7 575 These bids were taken on a guaranteed maximum price plus fixed fee basis, the same type of contract as was recently approved for general work and for the sewer and water installations. T h e Physical Plant Department recommends the award of this contract to Hecker and Company, t h e lowest bidder, on the basis of their quotation of $7,575 maximum price plus t h e fixed fee of $2,050, o r a total maximum cost of $9,625. I concur and request that authority be given the Comptroller and the Secretary of t h e Board to execute t h e contract. M r . Stouffer c o m m e n t e d o n this matter. O n m o t i o n of M r . D a v i s , t h e s e a w a r d s a n d t h e e x e c u t i o n o f t h e c o n tracts were authorized.
