On the recommendation of motion of Mr. Davis, subject State of Indiana, and subject Counsel (or, in his absence, of man and Cutler) the following

Whereas, at a meeting on October 18, 1045, the Board of Trustees of the University of Illinois authorized the President of the University of Illinois "to take steps to procure trailers or other temporary housing" for veteran students at the University of Illinois, and Whereas, at a meeting on November 23, 1945, the Executive Committee of the Board of Trustees of the University of Illinois appropriated Five H u n d r e d Thousand Dollars ($500,000) from the appropriation for "Student Residence Halls and Equipment" for the installation of portable houses for veteran students of the University of Illinois, and Whereas, the President of the University of Illinois and the Committee on General Policy of the Board of Trustees have recommended to the Executive Committee of the Board of Trustees that it authorize the officers of the Board of Trustees to execute a contract between the Federal Public Housing Authority of the United States of America and the Board of Trustees of the University of Illinois for the acquisition and use of two hundred seventy-five (275) portable houses now located at Charlestown, Indiana. Therefore, be it resolved, that the Comptroller of the University of Illinois and the Secretary of the Board of Trustees of the University of Illinois be and the same are hereby authorized to execute the contract, a draft of which, consisting of four (4) typewritten pages initialed by Mr. H . E. Cunningham, Secretary of the Board of Trustees, and dated November 29, 1045, was submitted to the Executive Committee of the Board of Trustees at the meeting of November 29, 1045, and said officers are hereby authorized to execute said contract with such modifications therein as may be agreed upon by the parties thereto. ESTIMATED BUDGET O F CAPITAL COSTS FOR PORTABLE HOUSES (3) An estimated budget of capital costs for 138 single-bedroom and 137 doublebedroom houses to be obtained from the Federal Public Housing Authority and erected on sites at the University, at a total cost of $600,000. In discussing this budget, Director Havens stated that if certain items could be eliminated, it might be possible to reduce the cost to $500,000, the amount available.

The President of the Board, the Chairman of the Committee on General Policy, and the President of the University were requested to confer with authorities in Washington to ascertain what reductions can be made in this contract and to present the matter of securing accommodations for veterans at Chanute Field.

RENTAL RATES FOR PORTABLE HOUSES

Mr. Davis stated that he had discussed with Governor Green and Mr. McKibbin, and also with the Federal Public Housing Authority, the amounts to be charged for rental of the temporary houses, and the consensus was that the rates should cover the cost of maintenance, but not the cost of installation. The Comptroller stated that monthly rentals of $30 for single units and $35 for double units should be sufficient to provide for maintenance and upkeep. On recommendation of the Committee on General Policy and on motion of Mr. Davis, these rates were approved.
