sary to do certain restoration work throughout the lower two floors of the Men's Old Gymnasium to permit moving present classes in Physical Education for Men from the Gymnasium Annex into the Gymnasium. T h e incidental construction work is of a type that is difficult to handle on a contract basis. Aside from that, the preparation of detailed specifications and securing of exact bids would delay reconversion of the Gymnasium, so that it would not be available for use at the beginning of the second semester. Under the circumstances, the Director of the Physical Plant Department and the Comptroller recommend that three contractors who have just completed some of the work in the Men's Old Gymnasium, which was done on a cost plus fixed fee basis, be given contracts to continue with the additional work required on the same basis as follows: 1. General Contract—King and Petry, Champaign. Labor at cost, plus 25^4% ( l O j ^ % for workmen's compensation and public liability insurance, social security payments, etc.; 15% for overhead costs and profits). Materials at cost, plus 15% for overhead costs and profit. Estimated cost $10 360 2. Plumbing Contract—Champaign Plumbing and Heating Company. Labor at $2.25 an hour for plumbers and $1.50 an hour for helpers (includes overhead costs and profit). Materials to be billed at prevailing retail rates. Estimated cost 2 214 3. Electrical Contract—Bean Electric Company. Labor at $2.35 an hour (includes overhead costs and profit). Materials to be billed at prevailing retail rates. Estimated cost 350 4. Architectural and supervisory expenses (University). Estimated c o s t . . 2 500 Total Estimated Cost $15 424 It is also recommended that the contractors be engaged to do other restoration work that can be done more advantageously now than later. This involves no appropriation, as there is a balance of $20,000 remaining in the fund accumulated for restoration purposes from payments made to the University by the United States Government under contract for the use of these buildings for the Navy Signal School. I recommend that the Board authorize the execution of the contracts in accordance with the above provisions. This covers the minimum amount of work which needs to be done immediately. There will be other improvement work (new ventilating, heating, additional plumbing, and electrical systems) to be done later on which bids will be taken. O n m o t i o n of M r . SABBATICAL LEAVES OF ABSENCE

(24) On April 22, 1942, the Board of Trustees on recommendation of the Committee on General Policy voted that "for the duration of the emergency the granting of sabbatical leaves be suspended, except in cases where the leave is ( a ) directly related to the war effort, or (b) demonstrably to the benefit of the University." This action would indicate that with the end of the war the granting of sabbatical leaves of absence in accordance with the University of Illinois Statutes may be resumed, but I recommend that definite action authorizing the same be taken. However, as in the past, all recommendations for sabbatical leaves will be presented to the Board for final action. O n m o t i o n of M r . ARCHITECTURAL SERVICES FOR NEW BUILDINGS (25) At its meeting on October 18 the Board of Trustees directed the Committee on General Policy to review the matter of awarding contracts for architectural and engineering services on various University building projects to the firms approved by the Board for this purpose on June 30, 1945. T h e Committee has been giving consideration to this matter and has authorized the award of contracts to the following firms previously approved by
