12. Thirty-two cattle for the Wright Farms, for the Department of Agricultural Economics, from the Kirkland Feeding Yard, Kirkland, at a cost of $1,750.

On motion of Mr. Davis, the action of the Comptroller in authorizing these purchases was approved and confirmed.

PURCHASES RECOMMENDED (21) T h e Purchasing Agent has proposed and the Comptroller recommends the following purchases. Unless otherwise specified the purchase in each case is recommended on the basis of lowest bid, ceiling price, or because the item is noncompetitive. I concur in the recommendations. 1. Replacement of Shenango china to match present china in the Illini Union Cafeteria, for the Illini Union Foods Department, from Edward Don & Company, Chicago, at a cost of $2,349.32. 2. Bond paper, 125 reams 2 2 x 3 4 , 40 lb. 100% rag, for the Office Supply Store, from the Graham Paper Company, St. Louis, Missouri, at a cost of $1,504.50. 3. Twenty-two cases white 2 5 % rag bond paper, opaqued, to be watermarked "University of Illinois," for the Office Supply Store, from the Dwight Brothers Paper Company, Chicago, at a cost of $1,740.48. 4. English finish book paper, 1400 reams 39 lb. 2^/2 x 3 7 ^ , for the 1946 Annual Register, for the Office Supply Store, from Bradner Smith and Company, Chicago, at a cost of $4,298. 5. Seventy-four rolls 16-mesh bronze screen wire, for the Physical Plant Department, from the McMaster-Carr Supply Company, Chicago, at a cost of $1,39578. 6. Eight oak specimen cases, for storing Rowley fossil collection, for the Geology Department, from Smalley's Planing Mill, Champaign, at a cost of

$2,019.60.

7. T w o soil-testing machines, for the Department of Civil Engineering, from Hogentogler and Company, Chevy Chase, Maryland, at a cost of $1,020. 8. T h r e e No. 39101 Model R Micromax smoke indicating recorders, three No. 6590-A1 smoke samplers, and three standard 3246-128-60 voltage regulators, for the Physical Plant Department, from Leeds and Northrup Company, Chicago, at a cost of $1,395.

On motion of Mr. Davis, these purchases were authorized.

APPOINTMENT O F DIRECTOR O F INSTITUTE OF AERONAUTICS (22) On August 29, 1945, the Board of Trustees authorized the appointment of Allan F . Bonnalie of the United Air Lines, Chicago, Illinois, and former Commander in the United States Navy, as Director of the Institute of Aeronautics on part-time at a salary of $7,000, effective whenever he can report for duty. At that time it was not known if Mr. Bonnalie could be secured for this position. Subsequent negotiations with him and with officials of United Air Lines have resulted in securing his services on a half-time basis at the salary authorized, effective as soon as he can report for duty, which may not be for two or three months. Although no further action may be necessary, I should like to secure confirmation by the Board of these arrangements. O n m o t i o n of M r . AWARD O F CONTRACTS FOR RESTORATION OF MEN'S O L D GYMNASIUM (23) During the war the Men's Old Gymnasium was converted into a training ship for use by the United States Navy Signal School. T h e Gymnasium Annex and the Engine Annex were also turned over to the Navy for housing of trainees and for other purposes. T h e Board of Trustees on October 18 authorized converting the Gymnasium Annex and Engine Annex into a dormitory for men students. It will be neces-
