the blood pressure, a record of the pulse, a serological test for syphilis, a urinalysis, and such other tests as the University Health Officer may require.

IMMUNIZATION

No employee shall be considered as having qualified physically for a position at the University of Illinois until he has furnished satisfactory evidence of immunity to smallpox as defined by the Illinois Department of Public Health in its "Manual and Outline of Procedure for Health Officers"; nor shall he handle food, milk or dairy products to be used for human consumption, come in contact with water supplies, or work with sewage unless immunized against typhoid and paratyphoid fevers. ACADEMIC CALENDAR (10) At a meeting of the Board of Trustees on August 29, I presented a recommendation from the University Senate that the present academic calendar for the colleges and schools at Urbana-Champaign which was adopted as a wartime measure be discontinued and that the University reconvert to the former schedule of two eighteen-week semesters. T h e Senate also recommended tentatively an eight-week summer session for 1946 and referred to its Committee on Educational Policy for consideration and later report a possible twelve-week summer session in 1946 to meet the needs or desires of veterans. This recommendation was referred to the President of the University and the University Senate "to work out a twelve-week summer term, open to all students, with a program of class hours equivalent to the number of hours in the sixteen-week session." T h i s matter w a s referred to the Committee on General Policy for consideration and report to the Board. CONSTRUCTION OF BETATRON BUILDING (11) T h e appropriations made to the University for the biennium of 1945-1947 for buildings and other capital improvements include $1,500,000 for "Betatron and Physics Research Laboratory and equipment." T o date the Governor has released $435,100 of this appropriation, including $300,000 for the construction of the building. As is well known, through the invention of the betatron by Professor D. W. Kerst as well as through the work of other members of the Department of Ph3'sics staff, the University of Illinois has made very important contributions to the tremendous developments in physics which have taken place during the past ten years. T h e construction of the new betatron for which the State of Illinois has provided the funds will provide facilities for even more noteworthy research contributions in the fields of radiation and nuclear physics. It is therefore of the utmost importance that the betatron be constructed as soon as possible. T o secure competitive bids would require the preparation of complete plans and specifications and under this procedure construction would not begin before March 1, 1046. The general plans have been drawn and it is proposed that a contract be awarded for the construction of the Betatron Building on a cost plus fixed fee basis. This would make it possible to begin ordering materials very soon, and the construction could be started at an early date. Plans are far enough along so that an estimate of what the work will cost can be made, and bids will be taken on the fixed fee. Legal Counsel for the University has advised that the University may legally follow such a procedure. It is quite possible that this method will result in a lower total cost than if competitive bids are taken on the entire project and contractors have to include uncertain factors in estimating their bids. T h e Executive Committee of the Board of Trustees on November 3 authorized the securing of bids for the construction of the Betatron Laboratory Building on a cost plus fixed fee basis, to be reported to the Executive Committee for final approval. O n m o t i o n of M r . D a v i s , t h i s action w a s confirmed.
