On motion of Dr. Meyer, these appropriations were made as recommended, by the following vote: Aye, Mr. Livingston, Dr. Meyer; no, none; absent, Mr. Davis.

REAPPROPRIATION OF UNEXPENDED BALANCES (18) On June 30, 1945, the Board of Trustees reappropriated unexpended balances in appropriations made by the Board from general University funds for services and projects not completed as of June 30, 1945, totaling $294,177. T h e Comptroller requests and I recommend the reappropriation of the following additional balances in accounts in which it was found impossible to complete the expenditures before June 30: Chicago Colleges—Summer Quarter Salaries $40 000 Placement Bureau (for equipment) 2 000 Airport Operation 485 Scholarly Publications 14 549 Illinois Eye and Ear Infirmary 12 539 Morton Arboretum Land 90 Land—Chicago 2 822 Total .$72 485 These balances are represented by cash in the University Income Fund. APPROPRIATION FOR INTERCEPTOR SEWERS (19) On February 24, 1945 (Minutes, pages 381-382), the Board approved participation by the University in the construction of two new interceptor sewers in Champaign and Urbana. T h e Physical Plant Department reports that the proper proportion of cost for the University to assume is $39,200. T h e work is to be completed within the next few months. An appropriation from the General Reserve Fund is needed to cover the University's obligation. O n m o t i o n of D r . M e y e r , t h i s a p p r o p r i a t i o n w a s m a d e a s r e c o m mended, by the following vote: A y e , M r . Livingston, Dr. M e y e r ; no, none; absent, M r . Davis. CONTRACT FOR LIBRARY BINDING (20) Our contract for the past biennium with Ernst Hertzberg and Sons terminated June 30, 1945, but has been extended to cover work sent in July. T h e following binderies were invited to submit proposals on our specifications: Ernst H e r t z b e r g and Sons, Chicago; Burgmeier Book Bindery, Inc., Chicago; New Method Book Bindery, Jacksonville. T h e only proposal received was from Ernst Hertzberg and Sons, present contractors. T h e other binderies replied that because of existing conditions, they could not make a proposal. T h e prices quoted by Hertzberg represent an increase of 12 to 15 per cent over the last contract, which increase appears justified by material and labor conditions. T h e new prices are about 20 per cent less than the "Guide to Fair Values" for binding, agreed upon by the American Library Association and the Library Binders' Institute. T h e Purchasing Agent, the Director of the Library, and the Comptroller recommend that a contract for the period September 1, 1945, to June 30, 1947, be placed with Ernst Hertzberg and Sons, at the prices scheduled in their proposal and that they be required to furnish a bond for $10,000. I concur in this recommendation and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract. O n m o t i o n of D r .
