H O U S E BILL 463. An Act making appropriations for the Division of Services for Crippled Children, $1,057,080 for t h e biennium. HOUSE BILL 678. An Act reappropriating funds for the University of Illinois Airport, estimated at $470,000. HOUSE BILL 681. An Act amending the State Civil Service law to permit temporary employment of Civil Service personnel as replacements for employees on leave of absence for military service and providing for retention of seniority in promotional lines. Certified copies of these Acts are hereby given to the Secretary of the Board for record.

CHANGES IN CIVIL. SERVICE CLASSIFICATIONS (15) T h e Director of Nonacademic Personnel recommends the following changes in Civil Service Classifications and rates of pay: ( a ) establishment of new classifications (a set of the specifications for these new classifications is submitted h e r e w i t h ) ; ( b ) deletion of classifications; (c) administrative positions; ( d ) new salary ranges. I recommend approval. O n m o t i o n of D r . M e y e r , t h e s e c h a n g e s w e r e a p p r o v e d a n d adopted. PURCHASE O F PROPERTY IN CHICAGO (16) T h e Director of the Physical Plant Department recommends the purchase of the following properties in Chicago: 907 South W o o d Street $4 200 1810 West Taylor Street 2 650 1847 West Taylor Street 2 000 Total. $8 850 T h e Board of Trustees on May 24, 1943 (Minutes, page 355), authorized the purchase of properties in the area bounded by Polk, Wood, Taylor, and Hermitage Streets, but the two properties on Taylor Street now recommended for purchase are outside this area, being on the south side of Taylor Street, or across from this area. T h e purchase is recommended because: (1) T h e prices are unusually low when related to the other purchases. (2) It is highly desirable for the University to acquire land entirely surrounding its property when it can be bought at a reasonable price. (3) These properties are in the area to be acquired for future expansion and development of the Chicago campus. In my opinion, the policy of buying property south of Taylor Street at this time is open to question, but in view of the recommendation of the Physical Plant Department I submit the matter to the Board of Trustees for its consideration. It has also been presented to the Committee on Buildings and Grounds. T h i s m a t t e r w a s referred to the Committee on Buildings a n d Grounds. SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (17) The Committee on Special Appropriations and Nonrecurring Expenditures recommends assignments from the General Reserve Fund for the following purposes, these appropriations to be available until January 1, 1947: Minor replacements and capital additions in Physical Plant Department. .$50 000 Purchase of Rowley Fossil Collection for Department of Geology 12 400 F o r the College of Agriculture: Expenses of Committee on Food Technology 2 000 F a r m Accounting I 000 Changes in telephone system 550 Furniture and equipment for various offices 3 275 Equipment for the College of Education I 500 Total $70 725
