T h e adoption of this regulation will bring the University more closely in agreement with the law of Illinois which provides that the residence of the husband determines the legal residence of his wife.

On motion of Dr. Meyer, this recommendation was adopted.

ADMISSION OF N O N R E S I D E N T W O M E N STUDENTS (12) T h e Board of Trustees on July 26 adopted a policy that after July I nonresident undergraduate women students can not be admitted to the University of Illinois because of the shortage of housing facilities. T h e policy provides for certain exceptions. T h e question has been raised whether this policy should apply to women students whose legal residence is outside the State of Illinois but whose parents are taxpayers in Illinois. I recommend that the policy be amended to admit to the University undergraduate women students who live outside the -State but whose parents are paying taxes in Illinois. Such students will, however, be assessed the regular nonresident tuition fee. O n m o t i o n of D r . M e y e r , t h i s r e c o m m e n d a t i o n w a s a d o p t e d . AMENDMENT OF UNIVERSITY CIVIL SERVICE LAW (13) As authorized by the Board on January 20, 1945 (Minutes, page 330), a bill was introduced in the last General Assembly providing that persons employed in civil service positions during the war will be employed only on a temporary basis and that any persons formerly employed, upon return from service in the armed forces, should be restored to their former positions if they so request and present incumbents placed on eligible register for future employment ( H . B. 681). As indicated in the Policy for Nonacademic Employees (Minutes of J u n e 30, 1945, page 597), this bill also included a change which permits an individual who has been promoted within a promotional line fixed by the Board of Trustees, to retain seniority within the promotional line, instead of having seniority limited to each separate classification as the law previously provided. This bill with both of these provisions was passed by the General Assembly and has been approved by the Governor. On the last day of the session, H . B. 811, which included in its original form only amendments to the general State civil service system, was amended without discussion with the University, by adding the following provision to the University section of the civil service law: "The provisions of the 'Administrative Review Act,' approved May 8, 1945, and all amendments and modifications thereof, and the rules adopted pursuant thereto, shall apply to and govern all proceedings for the judicial review of final administrative decisions of the Board of Trustees hereunder. T h e term 'administrative decision' is defined as in Section I of said 'Administrative Review A c t . ' " A similar provision was included in this bill with respect to the State Civil Service Commission. T h e provision is one which has been added to the laws governing practically all State administrative agencies, including the University Retirement System, to bring them under the provisions of S. B. 117, known as the "Administrative Review Act." This act provides uniform procedure for judicial review of administrative decisions of such agencies when such judicial review is sought by persons affected. It does not change the rights of any persons who would be affected by such a decision. H. B. 811, containing this provision, was passed by the General Assembly and has been approved by the Governor.

UNIVERSITY OF ILLINOIS LEGISLATION (14) As a matter of official information, I report the passage by the 64th General Assembly and approval by the Governor of the following legislation requested by the University: SENATE BILL 238. An Act in relation to the custody and disbursement of Federal funds by the Governor for use in Illinois, designating the University of Illinois to receive such moneys directly from the State Treasurer without requiring an appropriation of the same.
