Whereas, Cora M. Brunner, now deceased, by her certain Will duly admitted to probate in the P r o b a t e Court of Cook County, Illinois, on the l6th day of June, 1944, among other bequests made the following, namely:

"Forty (40) p a r t s thereof to the COLLEGE OF ENGINEERING UNIVERSITY OF

ILLINOIS, Urbana, Illinois, in memory of my husband, John Brunner, for the purposes of research and advancement in engineering education." Now, therefore, be it resolved that the said UNIVERSITY OF ILLINOIS, by its Board of Trustees, does hereby accept the said bequest for the purpose as stated in said Will, and that Lloyd Morey, Comptroller, is authorized to accept and receipt for said bequest in the name of this Board. I further recommend that this fund be invested and known as the "John Brunner Memorial Endowment for Research and Advancement in Engineering Education" and that the income be used for the purpose indicated.

On motion of Dr. Meyer, these recommendations were adopted.

REGULATIONS GOVERNING OPERATION O F UNIVERSITY MOTOR VEHICLES (10) On March 13, 1928, the Board of Trustees adopted a set of regulations governing the operation of automobiles in University service. One of these provides that a person in the employ of the University whose regular work is other than that of a chauffeur may be permitted to drive a University motor vehicle when necessary if authorized to do so and if he has passed examinations in vision, hearing, and nervous reaction given by the University Health Service. T h e Director of the Physical Plant Department has been studying reports on examinations by the University Health Service for the past two years and finds that out of 554 individuals examined only one was completely rejected, one was approved as an emergency driver only, twenty were approved on condition that they never drive without glasses, and all the others were approved without any qualifications. I n view of these facts, and considering the demands on the University Health Service for other services and its reduced staff, the University would be justified in relaxing the regulations at least for a trial period. T h e Director of the Physical Plant Department therefore recommends that the regulations of March 13, 1928, be amended to replace Section I I I , Chauffeurs, paragraph 4, with the following: "A person in the employ of the University, whose regular work is other than that of a chauffeur, may be permitted t o drive a University automobile or truck, when necessary, upon authorization bv the H e a d of the Department and upon presentation of his State Driver's License to the Director of the Physical Plant Department." This procedure would require a department to authorize an employee to drive a University car, but if the Physical Plant Department is in doubt as to the physical ability of the driver he would be required to undergo an examination. It should be noted that this change applies only to employees who drive occasionally. Those whose principal work is to drive a motor vehicle will be required t o undergo examinations as heretofore.

On motion of Dr. Meyer, this recommendation was adopted.

CHANGE IN REGULATION GOVERNING ASSESSMENT OF NONRESIDENT FEE (11) T h e Board of Trustees has adopted regulations defining the residence of students to determine their status as residents or nonresidents of Illinois in the assessment of fees. There is no provision in these rules governing the classification of women who themselves are not residents of Illinois but who are married to Illinois residents and who a r e enrolled in the University. F o r example, such cases are wives of members of the faculty desiring to enroll as students, wives of students, and particularly wives of men in the armed forces. T h e Registrar recommends that the Board of Trustees approve the addition of the following regulation: "A wife is classed as a resident for registration purposes if her husband has had a bona fide residence in the State of Illinois for a period of at least twelve months preceding her registration and is a resident of the State at the time of her registration."
