The two firms outside the State were selected because: 1. It is necessary to secure a firm experienced in constructing a Chemical Laboratory Building. Shreve, Lamb, and Harmon, as late as 1942, constructed the Chemical Engineering Building at Cornell University, the outstanding recent building of its type in the country. 2. Perry, Shaw, and Hepburn have recently completed buildings similar to our proposed Fine Arts Building. It is proposed to negotiate for the services of these firms in accordance with the conditions stipulated in the attached memorandum. Among other considerations these conditions would provide for payment in accordance with standard procedures at an agreed fee, that credit would be allowed for previous preliminary work on plans done by the University, and that the contracts would become operative as to the projects covered only if funds for them are made available to the University. In further support of this proposal, there are also submitted letters from Dean Rexford Newcomb of the College of Fine and Applied Arts, who has been consulted, reviewing some of the work done by these firms. Dean Newcomb and the other deans for whose colleges these buildings would be constructed concur in the selection of these firms. I recommend approval, and I further recommend that if the services of any of these firms are not available authority be given to negotiate with others to be selected in consultation with Dean Newcomb and the deans whose interests are involved; provided that all contracts shall be subject to final approval by the Board of Trustees.

On motion of Mr. McKelvey, these recommendations were adopted. The Physical Plant Department was requested to give consideration to the employment of graduates of the University of Illinois wherever advisable.

PURCHASE OF HANGAR FOR UNIVERSITY OF ILLINOIS AIRPORT (19) Professor James J. Doland, Supervising Engineer for the University of Illinois Airport, reports that the Defense Plant Corporation has a hangar for sale which is now on a flying field near Grady, Arkansas. The hangar is of steel construction, and it can be taken down, shipped, and rebuilt on the University of Illinois Airport. The Defense Plant Corporation also has for sale many items of equipment which the University can use at the Airport. A memorandum by Professor Doland gives further details about the hangar; a list of available equipment is submitted herewith, and a copy is being given to the Secretary of the Board for record. The Advisory Board on Aeronautics, which has been meeting yesterday and today, recommends, and I concur, the purchase of the hangar and equipment by the University. I further recommend that the Board authorize the placing of bids and that an appropriation be made for the purchase of the hangar, equipment, removal to the Airport, and the necessary construction work of erection and installation.

Professor Doland commented on this, matter. On motion of Dr. Meyer, these recommendations were adopted, and Professor Doland was authorized to bid up to $20,000 for the purchase of the hangar and equipment, and $125,000 was appropriated to meet the cost of purchasing, moving, and rebuilding the hangar at the University of Illinois Airport.

APPOINTMENTS TO UNIVERSITY OF ILLINOIS GENERAL ADVISORY COMMITTEE (20) At its meeting on March 13, the Board of Trustees approved a recommendation from the Committee on General Policy for an increase in the personnel of the University of Illinois General Advisory Committee. I recommend additional appointments to this Committee as shown in the attached list.

Action on this matter was deferred.
