T h e University's budget was presented by the President of the Board, the President of the University, the Provost, and t h e Comptroller. There were discussions of the several items, based on questions from various members of the Illinois Budgetary Commission and the Director of Finance. At the beginning of the hearing the Commission w a s advised that preparation of this budget began several months ago when there were prospects that the war in Europe either would be concluded by the summer of 1945 or would reach such stage as to permit demobilization of large numbers of men in the armed forces with the result that many of them would be going back to colleges and universities and t h e University's enrollment would be considerably increased. Within t h e last few weeks, and after the budget was submitted to the Department of Finance, the w a r situation in Europe has changed, temporarily at least. Consequently, t h e demands on the University, in anticipation of which certain provisions were included in the budget, may not materialize until several months after the beginning of the biennium. Partly in view of this and because of the general State budget situation, t h e Budgetary Commission requested that University officials restudy its budget with the view t o making whatever downward revisions they can. T h e Commission suggested that any provisions for capital and other expenditures of a nonrecurring character, for example, equipment, be transferred from the University's operating budget for 1945-1947 to a special budget of appropriations to be made from surplus funds of t h e state instead of from current revenues. Consideration is being given to such an appropriation for all state agencies as a whole, funds so appropriated to become available July 1, 1945. T h e budget has been restudied in t h e light of t h e discussion with the Budgetary Commission. T h e proposed changes have been reviewed by t h e University Council, which has endorsed them. I submit this revised budget to the Board with t h e recommendation that it be approved. T h e Budgetary Commission desires to have another hearing on t h e University budget after it has been revised by t h e Board of Trustees.

PROPOSED READJUSTMENT OF B I E N N I A L BUDGET FOR OPERATION, 1943-1947

T h e biennial budget for operation for 1945-1947, as originally approved by the Board of Trustees a n d submitted to the Department of Finance and discussed with the Illinois Budgetary Commission on December 17, 1944, called for a total increase of $10,379,447. T h e changes recommended here would reduce the proposed total increase to $6,128,672.
