(18) A recommendation that the President of the University be authorized to confer degrees at the Commencement Exercises on February 4, 1945, on those candidates who will have qualified and will have been recommended for degrees by the University Senate. O n motion of M r . K a r r a k e r , these degrees were authorized.

UNIVERSITY POLICY O N DEVELOPMENT OF JUNIOR COLLEGES IN ILLINOIS

Mr. Nickell, for the special committee on the Junior College Movement in Illinois, presented the following report.

At the meeting of the Board of Trustees on November 30, 1944, the President of the University presented a "Summary of Facts and Statement of Recommendations Regarding a System of Junior Colleges for the State of Illinois," this being a report of a study made by the Advisory Committee to the Bureau of Institutional Research of the junior college problem in Illinois. Such a study was requested by the Board of Trustees. The Board referred this report to a special committee. At a meeting held in Chicago on December 12, 1044, the special committee reviewed the report and unanimously adopted it subject to certain changes. This meeting was held concurrently with meetings of other Board committees, including the Executive Committee, at which were present Trustees Livingston, Davis, McKelvey, Fornof, Nickell, and Jensen. The other Trustees present concurred in the approving action of the special Committee on the Junior College Study. The report includes a declaration of general principles of policy regarding a system of junior colleges for the State of Illinois. This report as revised by the Committee was sent by the Secretary of the Board to all members of the Board. Since it was desirable to make public announcement as soon as possible of the policy of the University regarding the development of the junior colleges in Illinois, the Secretary polled by telephone those Trustees who were not present at the meeting on December 12, and secured their approval of the junior college report for release and publication. Since all members of the Board have approved it, the report was released to the press and copies of the release have been sent to all Trustees. The Executive Committee on December 12 voted (subject to the approval of the Board) to authorize the printing of the complete report by the University Press as a joint publication of the University and the State Superintendent of Public Instruction. Your committee submits this report of its actions for confirmation by the Board.

At this point, the Board went into executive session for the consideration of matters presented by the President of the University.

BIENNIAL BUDGET FOR 1945-1947

(19) On October 24, 1944 (Minutes, pages 273-276), the Board of Trustees approved the budget estimates for the biennium of 1945-1947. A budget of state appropriations was prepared and submitted to the Department of Finance as required by law. A copy of the budget set up and analyzed according to the classifications of the Department of Finance is submitted herewith. The Illinois Budgetary Commission requested the University to send representatives to a hearing on the University's budget in Springfield on December 27, 1944.
