$155 a month. In the McKinley Hospital at Urbana the University is paying $148 a month. All rates include maintenance while on duty. The Executive Dean of the Colleges of Medicine, Dentistry, and Pharmacy, and the Superintendent of the Research and Educational Hospitals have recommended that the University establish a beginning salary of $150 a month, including maintenance, for all these nurses, beginning January 1, 1945. Under the plan of automatic increases the following adjustments will be required as of that date: If employed prior to September 1, 1943 $160 a month If employed between September 1, 1943, and August 31, 1944. 155 a month If employed since September 1, 1944 150 a month Future adjustments would result in maximum salaries of $160 a month. All salaries include maintenance while on duty. These salaries are within the range of existing University Civil Service salary scales, but the increase would require an annual increase of $10,125 in the budget of the Research and Educational Hospitals, of which $6,750 would be required for the balance of the current appointment year. I have authorized these increases and the adjustment in the budget required, and request confirmation of this action. On motion of Dr. Meyer, the action of the President in approving these increases and the adjustment in the budget was approved and confirmed, and an appropriation of $6,750 to meet the increase was made, by the following vote: Aye, Mr. Fornof, Mrs. Grigsby, Mr. Karraker, Mr. Livingston, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Davis, Mr. Green, Mr. Jensen, Dr. Luken.

APPROPRIATION FOR GRADUATE SCHOLARSHIPS A N D FELLOWSHIPS

(5) The Dean of the Graduate School requests an appropriation of $35,000 from funds for 1945-1946 for graduate scholarships and fellowships for that year. These scholarships and fellowships will be awarded on recommendation of the Dean of the Graduate School in accordance with the established procedure. The Dean recommends that due to the continued increase in the cost of living, the stipendia be set the same as for the current year—namely, $350 for scholarships, $575 for the first fellowships, and $700 for second fellowships, these being the amounts for two-semester appointments. He also recommends retention of the service requirement in appointments to scholarships and fellowships. This will mean that on recommendation of the department and approval of the Graduate School, and with concurrent agreement by the scholar or fellow in question, he may be called on for instructional or other service not to exceed one-quarter time in amount without any addition to his stipend. I concur in these recommendations and request an appropriation of $35,000 from funds of 1945-1046, provided that if the prospective graduate enrollment and the number of applications for scholarships and fellowships do not warrant this amount the appropriation will be reduced and the unused balance will lapse into the General Reserve. On motion of Mr. Karraker, these recommendations were approved and the appropriation was made, by the following vote: Aye, Mr. Fornof, Mrs. Grigsby, Mr. Karraker, Mr. Livingston, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Davis, Mr. Green, Mr. Jensen, Dr. Luken.
