ADMISSION TO T H E COLLEGE O F PHARMACY (2) T h e faculty of the College of Pharmacy and the University Senate recommend that the special conditions of admission to the College of Pharmacy be changed, for the class entering in January, 1945, only, to read as follows: T o be considered for admission t o the College of Pharmacy an applicant must: 1. Be a graduate of an accredited high school; 2. Satisfy the other requirements for admission to the College (fifteen units required, majors and minors, sources of acceptable credits, admission by certificate), except that the Committee on Admissions, without adhering to the usual requirements concerning majors and minors, may admit an applicant whose rank in scholarship and other qualifications indicate his aptitude for the profession of pharmacy; 3. Satisfy the Committee on Admissions that he possesses the attributes of character and other qualifications indicating his aptitude for the profession of pharmacy. If more than ioo applications are received, the Committee on Admissions is empowered to select only the ioo candidates who, in their judgment, are best qualified. T h e only fundamental change proposed in the above recommendation is that an applicant for admission in January, 1945, need not rank in the upper three-fifths of his class. T h e proposal emphasizes the functions of the Admissions Committee but in no way broadens the power delegated to this Committee by existing regulations. T h e proposed change is in line with the recommendations of the American Association of Colleges of Pharmacy adopted at its convention last September. These recommendations emphasize the present acute shortage of registered pharmacy personnel and the greatly increased demand for pharmacists which is expected in the post-war period.

On motion of Mr. Davis, these changes were approved as recommended, with the provision that special consideration will be given to the cases of returned veterans.

UNIVERSITY OF I L L I N O I S AIRPORT DRAINAGE (3) At the meeting of the Board of Trustees on November 30 in connection with the presentation of the report of progress on construction at the University of Illinois Airport, I recommended that the Board consider appropriating funds to place the entire eastern drainage outlet in a covered pipe conduit. The excessive bulk of excavated earth and the enlargement of the ditch by the Civil Aeronautics Administration has caused the spoil banks to encroach upon the adjoining properties by twenty feet on the north and 15 feet on the south side for a distance of about 1,000 feet. This means that if the ditch remains open the University will have to purchase additional right-of-way from the owners of the adjoining properties. Both owners have agreed that if the ditch is covered they will return to the University funds (approximately $2,000) paid to them for the drainage ditch right-of-way and will grant the University permanent easements through their lands. The Supervising Engineer estimates the cost of this will be approximately $45,000. Aside from greatly improving the appearance, the covered ditch would require much less annual maintenance expense. The Board of Trustees approved this proposal in principle, but referred to the Executive Committee the question of determining the funds from which an assignment should be made for this purpose. I recommend that this be charged against the State appropriation of $500,000 for airport improvements. N o part of this appropriation can be used for the purchase of land, but no land acquisition is necessary.

On motion of Mr. Davis, the sum of $45,000, or so much thereof as may be necessary, was assigned for this work, and the Comptroller was instructed to secure competitive bids and report to the members of the Executive Committee to award the contract on the basis of the bids.
