T h e work is chargeable to the $500,000 special state appropriation for Airport improvements. T h e Comptroller requests authority to place an order with the company for this work. I concur, and recommend approval. O n m o t i o n of M r . J e n s e n , t h i s a u t h o r i t y w a s g r a n t e d . APPROPRIATION TO PHYSICAL PLANT DEPARTMENT (18) In the preparation of the Physical Plant Department operating budget for the current fiscal year, several activities were discontinued or curtailed to reduce expenditures. One of these curtailments was in the police service on the South Campus and University farms after midnight and on Sundays. T h e College of Agriculture has requested restoration of this service to stop trespassing and thieving in University orchards and other South Campus areas. I recommend that a special nonrecurring appropriation of $3,284 be made from the General Reserve Fund to supplement the Physical Plant Department budget for the current year only for restoration of this police service. The budget for the biennium 1945-1947 as presented to the State Department of Finance provides an increase for Physical Plant operations, and the Department will endeavor to make provisions for this service within whatever allotment of funds is finally made available.

On motion of Mr. Davis, this appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Livingston, Mr. McKelvey, Mr. Nickell; no, none; absent, Mr. Green, Mr. Karraker, Dr. Luken, Dr. Meyer.

APPROPRIATION FOR MICROSCOPES IN CHICAGO COLLEGES (19) T h e Executive Dean of the Chicago Colleges makes a request for an additional appropriation of $5,500 for the purchase of 50 additional microscopes required for the next incoming classes of the Colleges of Medicine and Dentistry in January, 1945. This is a further extension of the program inaugurated by the Board on October 17, 1942, for which appropriations totaling $52,000 were made on that date and on May 20, 1943. A balance of $2,143 remains in these appropriations, and the sum of $5,500 additional is requested for the additional purchase. T h e purchases now proposed are expected to complete the program. T h e Comptroller concurs in this recommendation. I also concur and recommend a special appropriation of $5,500 from the General Reserve Fund.

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (20) In accordance with recommendations from the Committee on Special Appropriations and Nonrecurring Expenditures, I recommend appropriations from the General Reserve Fund for the following purposes: 1. Equipment for Business Office (Urbana and Chicago) $ 5 000 £ Special equipment for the College of Engineering 4 200 3. Capital additions, remodeling, and equipment in the Chicago Divisions 150 000 4.
