The Comptroller presented this budget, and commented on it; the Provost also commented on the proposal, and introduced Captain C. C. Caveny, U.S.N., who has been in charge of the educational activities of the Navy on the Navy Pier. Captain Caveny addressed the Board on his work. On motion of Mr. Davis, the proposed budget was approved, as a working basis, subject to presentation later of a more detailed and exact budget.

RESOLUTIONS OF BUDGETARY COMMISSION

President Livingston presented the following resolution passed unanimously by the Illinois Budgetary Commission at a meeting on Wednesday, June 26, 1946.

Motion made by Representative Williston, seconded by Senator Ryan. "Due to the emergency now existing at the University of Illinois, the Illinois Budgetary Commission recommends that the Governor include in any call for a special session, the Supplementary State Appropriations needed by the University of Illinois for the Biennium of 1945-47." Motion made by Representative Bruer, seconded by Representative Sullivan. "On June 26, the Budgetary Commission, with all Members present except Governor Green and Senator Downing, met with Dr. Willard, President, Dr. Coleman Griffith, Mr. Lloyd Morey, Mr. A. J. Janata, and Mr. P a r k Livingston. After a full explanation of the request for supplementary state appropriations needed by the University of Illinois for the biennium of 1945-47 the Budgetary Commission agreed unanimously that it is in accord with the University's request."

President Willard commented on these resolutions.

SUMMARY OF AGREEMENT ON NAVY PIER (9) A summary of the proposed agreement with the City of Chicago for the use of the Navy Pier, presented in the form of a preamble and resolution: Whereas, at its meeting in Urbana on June 15, 1946, the Board of Trustees approved in principle the main terms of a proposed lease between the City of Chicago and the Board of Trustees of the University of Illinois for the rental of space by the University, on the Navy Pier, for educational and related purposes, and authorized the President, through officers to be designated by him, to seek verification of certain items and to continue the negotiation with representatives of the City of Chicago, and Whereas, on June 19th, 20th, and 21st, negotiations were continued with representatives of the City of Chicago by University officers designated by the President, and Whereas, the representatives of the University of Illinois and the City of Chicago have agreed tentatively on the main terms of such proposed lease, Therefore, be it resolved by the Board of Trustees of the University of Illinois, that the Comptroller of the University and the Secretary of the Board of Trustees, as duly authorized officers of the Board of Trustees, are hereby authorized, following the approval of the lease by the Executive Committee, to execute a lease of premises on the Navy Pier approximately as follows, and which lease shall embody substantially the following terms: A. That portion of the North Transit Shed extending from the east wall of the North H e a d House ( F r a m e o to Frame 108, less City shops at Frame o to Frame 2 ) , comprising an area 213,340 square feet. B. Lean-to space 15' x 200' on second level over north edge of space described in "A", comprising 3,000 square feet. C. The frame building known as the new Mess Hall, located on the second level and along the center line of Navy Pier, extending from Frame 95 to Frame 115, comprising an area of 32,000 square feet. , D. Office space 16' x 31' in roadway side of ground floor of North Head House, comprising 496 square feet. E. Office space 31' x 135' on third floor of South H e a d House, comprising 4,185 square feet.
