Release No. 203 " F o r construction of additions to Utilities Distribution Systems $791 000" Amount released 749 473 This is to be used to complete the project as designated in the title for this item, the funds for plans and specifications having been released from this item under date of September 25, 1045, covered by release No. 3. Appropriations by the Board of Trustees of the amounts listed above for the purposes indicated are requested.

On motion of Mr. Nickell, this report was received for record, and the funds released were appropriated as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mr. Livingston, Mr. McLaughlin, Dr. Meyer, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green, Mrs. Grigsby, Dr. Luken, Mr. McKelvey.

CONSTRUCTION OF CONCRETE BENCHES FOR FLORICULTURE GREENHOUSE (13) T h e Department of Horticulture requests the transfer of $1,100 from Unappropriated Agricultural Income to cover the cost of construction of concrete benches and tanks for experimental work in Floriculture, the construction to be done by the Physical Plant Department. T h e Department has found that the cement type of construction which was installed formerly is the best that can be obtained. T h e Department has over $8,000 of unappropriated excess receipts. T h e Comptroller recommends approval of this request, in which I concur.

On motion of Mr. Nickell, this appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mr. Livingston, Mr. McLaughlin, Dr. Meyer, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Green, Mrs. Grigsby, Dr. Luken, Mr. McKelvey.

CHANGES IN BUSINESS OFFICE STAFF (14) C. A. Webber, who for the past 25 years has been connected with the University Business Office and for the past nine years has been Bursar, has resigned as of J u n e 30, 1046, to become President of the newly organized Champaign County Bank and T r u s t Company. On the recommendation of the Comptroller, I have approved the following changes effective July I, 1946: 1. Charles Clifton DeLong, now Assistant Comptroller, to become Bursar at a salary of $5,100. 2. H e r b e r t O. Farber, now Assistant Auditor, to become Assistant to the Comptroller at a salary of $3,996.

On motion of Mr. Nickell, these changes were authorized, subject to the approval of Dr. Stoddard. 1

CONTRACT FOR RENTAL OF TABULATING MACHINES (15) T h e Comptroller requests authorization for the rental of tabulating machines at a cost of $11,803.20, for the use of the Business Office Tabulating Division, from the International Business Machines Corporation, for the year July 1, 1946, to June 30, 1047. Competitive bids were not asked, as the tabulating systems are built up around International Business Machines equipment and no other machines can be used. These machines are available on a rental basis only. This is the total cost for the year on the equipment now in our possession, and will be subject to change as equipment is changed during the year. This is merely a continuation of present arrangements. This service is operated as a revolving account and is charged to departments at cost:
