T h e Comptroller presented the next three items. PAINTING AT UNIVERSITY AIRPORT (29) Inside and outside painting is needed for the hangar at the University Airport. An attempt by Field Engineer R. C. Maxwell to secure proposals for this work has resulted in only one bid, from Fred C. Mills of Champaign, Illinois. T h e work is to be done by spraying, which is permissible at this location. H e is able to start it on June 4 and the work is necessary from a maintenance standpoint. T h e bid of Fred C. Mills for labor and supervision (the University to furnish all paint) is as follows: Outside painting and sanding and caulking (two coats) $2 431 60 Painting inside of main room of hangar (two c o a t s ) . . 3 420 00 Total, Labor and Supervision $5 851 60 Estimated cost of paint $1 250 00 Total Estimated Cost $7 100 60 Funds are available for this expenditure in the State appropriation for Airport improvements. Dr. Leslie A. Bryan, Director of the Institute of Aeronautics, and the Comptroller request that this contract be awarded as described, and I concur. O n m o t i o n of M r . M c K e l v e y , t h i s c o n t r a c t w a s a u t h o r i z e d a s r e c ommended. CONTRACTS FOR POWER PLANT ADDITION EQUIPMENT (30) T h e Comptroller presents the following items submitted by the Physical Plant Department: 1. Recommendation that the contract with Babcock and Wilcox Company, awarded on March 9, 1946, for a steam generator, be extended to cover furnishing and erection of refractory and installation, and substitution of a Sturtevant over-fire air fan at a net increased cost of $11,542. 2. Contract for erection of cooling tower, to Foster Wheeler Corporation, the lowest bidder, on the required specifications, at a cost of $20,270. I recommend approval.

On motion of Mr. Williamson, these recommendations were approved.

ADDITIONAL APPROPRIATION FOR ATHLETIC ASSOCIATION (31) T h e Board of Directors of the Athletic Association requests approval of a special appropriation of $1,025 f ° r replacement of the roof of the northeast tower of the Stadium. T h e roof was damaged by windstorm this spring, and a quotation from the Twin City Roofing Company for replacement is $1,425, of which $400 will be recovered under an insurance policy.
