Whereas, the Board of Directors of the University of Illinois Foundation has expressed a willingness to cooperate with the Board of Trustees of the University of Illinois by accepting title to the sites and the units to be constructed thereon at the University's expense, and to borrow the necessary funds to complete the proposed project from T h e First National Bank of Chicago by mortgaging the units and to lease the units to the Board of Trustees of the University of Illinois in order that they may be made available for members of the University staff; Therefore, be it resolved, that the Comptroller of the University of Illinois and the Secretary of the Board of Trustees of the University of Illinois be and the same are hereby authorized to execute all agreements and documents necessary, to acquire sites for fifty (50) units to be constructed and used for faculty housing; to construct thereon such units within the limitation of $176,000 expenditure ; to convey such sites and units to the University of Illinois Foundation under an agreement that they will be reconveyed to the Board of Trustees when all indebtedness against them has been paid, and to enter into a lease agreement with the University of Illinois Foundation whereby the Board of Trustees as Lessee is given the right to operate and manage such units.

The Comptroller presented this item. On motion of Mr. McLaughlin, these recommendations were approved, and the resolution was adopted, by the following vote: Aye, Mr. Fornof, Mrs. Grigsby, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Davis, Mr. Green, Dr. Luken, Dr. Meyer.

APPOINTMENTS TO THE 1 9 4 6 SUMMER SESSION (28) There is submitted for approval recommendations from the Director of the Summer Session for appointments to the teaching staff for the 1046 Summer Session (see page 1132). T h e budget is based on the following methods of calculation: 1. F o r 12-month appointees it is proposed that a base amount of 1/48 of the annual salary be paid for each week of teaching. 2. F o r appointees of less than 12 months a base monthly salary is proposed equal to that paid during the regular session. 3. A maximum salary of $1350 for 12 weeks of teaching and $900 for 8 weeks of teaching is proposed. 4. It is proposed that overtime be paid in accordance with the principles approved by the Board on March 9, 1946 (Minutes, page 1020). Such overtime, insofar as it can be determined, has been included in the appointments. T h e total of the proposed appointments is $434,596. This exceeds the amount provided in the internal budget by $187,762. An enrollment is indicated of perhaps three times that of last summer, and certainly the i..rgest summer enrollment in the history of the University. T h e Director of the S.immer Session requests an appropriation of $190,000 to cover the deficiency and to make other minor adjustments which may be necessary. I recommend that: 1. T h e appointments for the Summer Session be approved as printed on pages 1132-1147. 2. All appointments or contracts for service during the Summer Session include a provision permitting reduction in time and salary or cancellation of the contract in the event that enrollment in certain courses or sections thereof does not warrant continuation of the appointment on the basis originally recommended. 3. An appropriation of $190,000 be made from the University General Reserve F u n d to the budget of the Summer Session. 4. T h e President of the University be authorized to make such changes and adjustments, including additional appointments and acceptance of resignations, as are necessary in accordance with the needs of the University.
