F o r these reasons it is desirable that the Board authorize the appropriate officers of the University to conclude such contracts and otherwise make commitments between meetings of the Board of Trustees. It is therefore recommended that the Board authorize the Comptroller and Secretary of the Board of Trustees to execute contracts and purchase orders for emergency housing and equipment on the basis of competitive bids or quotations when such can be obtained or at the best terms available, on recommendation of the Purchasing Agent (in case of purchases) and the Director of the Physical Plant, when approved by the President of the University. Such transactions will be reported to the Board at the meeting next following their conclusion. O n m o t i o n of M r . PURCHASES AUTHORIZED (18) T h e following purchases were recommended by the Purchasing Agent and were authorized by the Comptroller. Unless otherwise specified the purchases were made on the basis of lowest bids, ceiling prices, or because the items are noncompetitive. Emergency action was necessary to secure delivery in time to meet specific needs or because prices quoted were subject to immediate acceptance. 1. S.M. ducts for four oil heaters at the Airport, for the Institute of Aeronautics, from the R. H . Bishop Company, Champaign, at a cost of $1,788.00. 2. T e n thousand reams of white mimeograph bond, for the Office Supply Store, from the Blunden-Lyon Company, Chicago, at a cost of $4460. 3. One Model F B Tukon tester, two diamond indenters, one microton mechanical stage, one Bausch & Lomb microscope, and one support unit for microscope, for the Department of Mining and Metallurgical Engineering, from the Wilson Mechanical Instrument Company, Inc., at a cost of $1,548 f.o.b. New York City. 4. Ten tons of 2 " x 4 " x 8 " lead blocks for the Department of Physics, from the Division Lead Company, Chicago, at a cost of $2,126. 5. One thousand gms. dl-threonine, 500 gms. dl-tryptophane, 1000 gms. dlmethionine, 1000 gms. dl-valine, 500 gms. dl-aspartic acid, 1000 gms. l(-)-lysine monohydrochloride, I lb. l(-)-histidine monohydrochloride, for the Department of Chemistry, from Merck and Company, Inc., at a cost of $2,245.75 f.o.b. Rahway, New Jersey. 6. Forty-eight study desks, 72 chairs, and 24 chests, for the Residence Halls, from Marshall Field and Company, Chicago, at a cost of $3,765.60 f.o.b. Urbana. 7. Furnishing of pressure distributor of approved highway type capable of spreading approximately 10,000 gallons of road tar on campus roads, and of necessary labor to unload and spread approximately 450 tons of limestone chips, for the Physical Plant Department, by Illiana Distributors, Inc., Champaign, at a cost of approximately $1,147.50. 8. Coal for use in housing units on Abbott and Gallivan Projects, from the Alpha Coal and Material Company, Champaign, at a cost of $2,000. 9. Aircraft and hangar keepers' insurance, for the Institute of Aeronautics, from the Liberty Mutual Insurance Company, Chicago, at a net cost of $2,196. 10. Liability insurance, for the Institute of Aeronautics, from the Associated Aviation Underwriters, Breese Bros., Champaign, Agent, at a cost of $1,159. 11. Accident insurance, for the Institute of Aeronautics, from the Associated Aviation Underwriters, Breese Bros., Champaign, Agent, at a cost of ten cents a flying hour. 12. One hundred ten rolls of Johns-Manville # 4 5 base felt, 330 rolls of Johns-Manville #1516 perforated asbestos felt, five tons of Johns-Manville bonded roofing asphalt, and n o gallons Regal roef coating, for the Physical Plant Department, from the Twin City Roofing Company, Champaign, at a cost of $1,713.00. 13. F o u r hundred forty steel wardrobe cabinets for Skating Rink housing and 324 steel wardrobe cabinets for Stadium housing, from Jack Sheean, Bloomington, at a cost of $22,692.28 f.o.b. delivered and installed. -
