PORTRAIT OF DEAN REXFORD NEWCOMB The faculty of the College of Fine and Applied Arts wishes to present to the University a portrait of Dean Rexford Newcomb of that College painted by Professor C. E. Bradbury of the Department of Art.

On motion of Mr. McKelvey, this gift was accepted.

MATTERS PRESENTED FOR PRESIDENT WILLARD

The Board continued its consideration of matters on the agenda, presented by the Provost for the President of the University.

JUNIOR COLLEGE LEGISLATION (14) T h e Council on Higher Education of the Six State-Supported Institutions at a meeting held at the University of Illinois on May 6 expressed itself in favor of legislation to facilitate expansion of the junior college system on a basis of reasonable support- from public funds, such a system to be essentially terminal and vocational (subprofessional) in its curricula, with a limited number of junior colleges, based on studies of educational demand and financial resources. It was also the sense of the Council that it would be desirable to have a joint meeting of the Board of Trustees of the University of Illinois and the State Teachers College Board for the purpose of considering junior college plans and policies in order that they may be compatible with the best interests of the institutions in the Council. F o r n o f , t h e P r e s i d e n t of t h e U n i v e r s i t y w a s authorized to introduce other subjects for consideration at this meeting. CONTRACTS WITH OFFICE OF RESEARCH AND INVENTIONS OF THE NAVY DEPARTMENT (15) T h e Office of Research and Inventions, established by order of the Secretary of the Navy on May 19, 1045, supports research in universities and is negotiating basic research contracts with educational institutions. These contracts are intended to bridge the period between the dissolution of the National Defense Research Committee in the Office of Scientific Research and Development and the possible establishment of a National Research Foundation or some other federal civilian agency. T h e President of the University has authorized negotiations for a basic contract with the Navy Department in the Office of Research and Inventions. Subsequently the President approved the number of "tasks" to be carried on under this basic contract with various departments. T h e tasks negotiated and in process of negotiation are as follows: College of Engineering Aeronautical Engineering $16 A mathematical analysis of a jet propulsion principle which will provide combustible mixtures of air and fuel at compression ratios greater than one without the use of air compressors or ram. Chemical Engineering. 30 Information on the mixing of fluid streams (for jet propulsion). Civil Engineering 70 An investigation of fundamental criteria for selecting structural metals $56 500 Numerical and approximate methods of analysis of structural and machine elements 14 100 Electrical Engineering 20 A study of arc stability of welding electrodes under conditions encountered in practice and the determination of factors which govern arc stability. 888
