ADJUSTMENTS IN TUITION AND SPECIAL FEES (7) The Faculty Committee on Fees and Scholarships has been giving further study to simplifying and equalizing the fee structure of the University. Most of the course fees were eliminated and replaced by a general laboratory and supply fee by authority of the Board of Trustees on December 15, 1942. This action left several inequities in the fee structure and the Committee now recommends the following additional changes: (a) That the special fee for unclassified students of $7.50 a term be discontinued. (b) That the nonresident fee for graduate students be raised to $80, thus making the fee the same as for nonresident undergraduate students. (c) T h a t the resident and nonresident fees for law students be made $40 and $8o, respectively, (rather than $50 and $100 respectively), thus placing all students in the University on the same fee basis. ( d ) T h a t the special law fee for students outside the College registering in law courses ($1 per credit h o u r ) be eliminated. (e) T h a t the special music fee of $25 a term be eliminated. It is recommended that these changes become effective September 1, 1946. T h e effect of these recommendations will be a reduction of approximately $15,000 a year in income from student fees. T h e Committee points out that these changes will remove inequities and sources of discrimination between different classes of students and the changes will conform with the general policy of the Committee on Fees and Scholarships and of the Board of Trustees in recent years. They will also simplify methods in assessing fees in the Registrar's Office. O n m o t i o n of M r s . Grigsby, t h e s e c h a n g e s w e r e a u t h o r i z e d as recommended. FEES FOR INSTITUTE OF AERONAUTICS FLIGHT TRAINING COURSES (8) In conformity with the administrative plan established for the Institute of Aeronautics, the Committee on Fees and Scholarships recommends (1) a fee of $222 a term for Institute of Aeronautics 5, Flight Instructor Course; (2) a fee of $345 a term for Institute of Aeronautics 1, Private Pilot Course. These fees are based on a rate of $6 an hour for solo flight instruction and $9 an hour for dual flight instruction. T h e Committee on Fees and Scholarships requests authorization to establish fees on a similar base for the following courses: Institute of Aeronautics 2, Secondary Flight T r a i n i n g ; Institute of Aeronautics 3, Intermediate Flight T r a i n i n g ; Institute of Aeronautics 4, Advanced Flight Training. T h e Committee further recommends that, if a student completes dual flight instruction in a minimum of nine hours (instead of the 12 hours scheduled in the course) he shall be entitled to a refund of $9 an hour for three hours, or fraction thereof; likewise if he completes solo flight instruction in the minimum of 16 hours (instead of the 19 hours scheduled in the course) he shall be entitled to a refund of $6 an hour for three hours. Both refunds will be made on certification by the Director of the Institute of Aeronautics. T h e Committee reports that these established fees will place the cost of instruction on a substantially self-sustaining basis. These fees, however, are an exception to the general policy on which the University has been working for several years of eliminating special course fees, but in the present instance and because of the exceptional character of the instruction, the Committee believes that separate course fees are justified. I concur in this recommendation.

On motion of Mr. McLaughlin, these recommendations were adopted.

FEES FOR SUMMER CAMP FOR SURVEYING INSTRUCTION IN CIVIL ENGINEERING (9) W i t h the establishment of the Summer Camp for Surveying Instruction at Camp Rabideau in northern Minnesota, the following schedule of tuition and other fees, as recommended by the Department of Civil Engineering, is submitted for approval of the Board:
