other colleges and universities to residents of Illinois who have a grade average of 3.5 and to nonresidents of Illinois who have a grade average of 4.0. T h e administration plan would permit the admission of students transferring from other colleges and universities who have a grade average of 3.5 regardless of the residence status. The Senate plan would permit students who have taken college credit courses under the Division of University Extension to transfer to residence study in the University only provided they have a minimum of 15 semester hours and a grade average of 3.5 if residents or 4.0 if nonresidents. T h e administration plan would admit students registered in extension courses in accordance with existing requirements. T h e Senate plan is recommended for not more than one year from September, 1946, but with provision for its extension. T h e administration plan includes no provision for its termination.

On motion of Dr. Meyer, the President of the University and the President of the Board were authorized to present these proposals to a conference to include the Committees on Education of the House and Senate, the Illinois Education Association, the Junior Colleges and Teachers Colleges, the Veterans Administration, and representatives of all other interested organizations in the State.

APPOINTMENT OF DR. KALMAN GYARFAS TO THE FACULTY OF THE COLLEGE OF MEDICINE

(27) T h e Executive Dean of the Colleges of Medicine, Dentistry, and P h a r macy requests authority to offer a position as Assistant Professor in the Department of Psychiatry, College of Medicine, to Dr. Kalman Gyarfas who is now Assistant Professor of Psychiatry at the Medical School of the Royal Hungarian Peter Pazmany University in Budapest, Hungary. Special authorization by the Board of Trustees is necessary because of the policy of not appointing aliens to the faculty of the University of Illinois unless they have declared their intention of becoming naturalized and have taken the necessary steps to become a citizen. It is Doctor Gyarfas's intention to become a citizen of the United States, but he can not take the necessary steps until he has come to this country. His appointment to the University faculty would make it possible for him to secure a Non-Quota Immigration Visa for entry into the United States. T h e Executive Dean states that it is not possible to fill the position for which Doctor Gyarfas is being recommended with an American physician of professional attainments even approaching those of Doctor Gyarfas.

On motion of Dr. Meyer, this appointment was authorized as recommended.

RESIGNATION OF CHARLES R. FREDERICK (28) Colonel Charles R. Frederick, Director of Student Housing, has been on leave of absence for military service since November 16, 1940. On February 6, 1946, I wrote asking him when he would be released from the Army and available for return to University service. T h e communication was long delayed in reaching him because of changes in Army assignments and the travel incidental thereto. H e replied under date of March 27, 1946: "Thus far I have not been separated from the military service. However, when I am separated, I propose to enter private business and do not contemplate returning to the University staff." His present leave of absence from the University will expire September 1, 1946. In view of his decision, I recommend that he be continued in "on leave status" for the balance of the current academic year and that his resignation be accepted effective September 1, 1946. PROGRAM OF PHYSICAL EDUCATION FOR MEN (29) On November 27, 1942, the Board of Trustees adopted as a wartime measure a requirement of four years of Physical Education for Men.
