RELEASE OF PATENTABLE DISCOVERIES

(7) Dr. H. F. Johnstone, Professor of Chemical Engineering, reports seven inventions by members of the Department of Chemistry who have been employed to do confidential research work on military problems for the Office of Scientific Research and Development under his supervision. For purposes of identification the contract covering these problems is OEMsr-102. Dr. E. W. Comings, Associate Professor of Chemical Engineering, who is in charge of research projects, reports an invention by two men working under his supervision on Contract No. W-18-035-CWS-1232 for the Chemical Warfare Service. Both of these contracts include the provision that the University has the right to choose whether it will or will not file patent applications on inventions resulting from work under said contracts. The University has agreed that if any patents are granted it will give the government a royalty-free license. The eight inventions reported are all munitions devices. They have been considered by the Faculty Committee on Patents, which recommends that since they are of military importance only the University do not file patent applications but release these inventions. Records of the inventions have the security classification of "confidential" or "secret" and therefore the details may not be disclosed except to persons who have been approved by the Government to receive classified information. O n motion of D r . Luken, these discoveries were released as recommended. REMARKS BY PROFESSOR ROGER A D A M S At this point, President Livingston introduced Professor Roger Adams, who h a d been invited on behalf of the Board to be present. Professor A d a m s discussed some scientific a n d industrial phases of t h e work of the commission on the organization of research a n d industry in Germany, on which he served during the winter. T h e Secretary presented the minutes of t h e special meeting of March 9, 1946, a n d of the annual meeting held on the same day. O n motion of D r . Meyer, the minutes were approved as printed on pages 1013 to 1056 above.

T h e Board considered the following matters presented by the President of the University.

AWARD O F CERTIFICATES OF CERTIFIED PUBLIC A C C O U N T A N T

(1) The Committee on Accountancy recommends that the certificate of Certified Public Accountant be awarded the following who have made applications therefor under the Accountancy Act of 1943 and who have presented evidence to the Committee that they are properly qualified:

1. STEWART YARWOOD MCMULLEN, who holds the certificate of Public Ac-

countant (1971) in Illinois and who also holds an unrevoked C.P.A. certificate from New York (6141) (Section 4a-l). The above application is being recommended at this time due to the fact that Mr. McMullen has been serving in the
