USE O F UNIVERSITY AIRPORT (3) A recommendation that the proper officers of the University be authorized and directed to file a petition for leave to intervene at a hearing at Indianapolis, Indiana, and to file briefs in opposition to a brief of Public Counsel against the extension of air line service to the University of Illinois Airport.

Professor Britton presented this matter and filed a memorandum with the Secretary. On motion of Mr. Fornof, this recommendation was adopted, and the employment of such special counsel as may be deemed necessary was authorized.

APPOINTMENT OF LESLIE A. BRYAN AS DIRECTOR O F THE INSTITUTE OF AERONAUTICS (4) A recommendation that Dr. Leslie A. Bryan, Franklin Professor of T r a n s portation at Syracuse University, be appointed Director of the Institute of Aeronautics and Professor of Business Organization and Operation at an annual salary of $9500 beginning May 1, 1046. T h e tenure as Director will be through August 31, 1947, coinciding with the current fiscal biennium and conforming with the tenure of deans and directors who are appointed biennially. T h e tenure as professor is indefinite.

On motion of Dr. Meyer, this appointment was made as recommended.

APPROPRIATION FOR DEDICATION O F AIRPORT (5) On October 18, 1045 (Minutes, page 858), the Executive Committee of the Board of Trustees made an appropriation of $8,000 for expenditures on account of the dedication of the University of Illinois Airport. This appropriation was based on a tentative estimate. T h e actual expenditures total $9,026 and a supplementary appropriation of $1,026 is requested.

On motion of Dr. Meyer, this appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Livingston, Dr. Luken, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Green, Mr. McLaughlin, Mr. Williamson.

PAYMENT FOR LEGAL SERVICES (6) On February 24, 1945 (Minutes, page 365), the Board authorized the employment of Mr. Walter F. Dodd, Attorney, Chicago, as special counsel for the University of Illinois in injunction proceedings filed in the Circuit Court of Cook County attacking the constitutionality of the Accountancy Act of 1943. T h e defendants in this action were the University of Illinois, members of the Board of Trustees (each member having been named individually), and the Director of the Department of Registration and Education of the State of Illinois. Professor W . E. Britton who was then with the law firm of Wilson and Mcllvaine filed his appearance in this case and worked with Mr. Dodd. T h e case was prepared for trial, was continued several times, and on January 29, 1946, was dismissed by stipulation of counsel on motion of the plaintiffs. Mr. Dodd has submitted a statement of $1500 for his services in this case. Professor Britton who is familiar with the work done approves the amount. It is recommended that the Board authorize payment of this bill from the Accountancy Fund.
