the University has been selecting personnel to fill vacancies under authority of the Board granted on August 5. In doing this, standards at least comparable to those followed under the State Civil Service System have been observed. It will be necessary for the Board to adopt rules and establish administrative procedures to carry out the provisions of the new law. In the meantime, to facilitate the work of the Board, I recommend the appointment of a five-member committee from the University faculty to draft, for the consideration of the Board, rules covering selection, classification, transfer, appointment, promotion, demotion, discharge, resignation, etc., applicable to the University's Civil Service personnel. There is a great deal of work to be done in a short time, and it is important that those appointed to this committee be individuals who have a real interest in this work and who can devote a part of their time to the problems, both practical and theoretical. I recommend the appointment of the following as members of this "University Civil Service Committee." W. C. R O B B , Chairman, Assistant Professor of Economics and Assistant to the Dean of the College of Commerce. H. P. RUSK, Dean of the College of Agriculture, Director of the Agricultural Experiment Station and Extension Service, and Professor of Animal Husbandry. C. S. HAVENS, Director of the Physical Plant Department. H. W. BAILEY, Director of the Personnel Bureau and Assistant Professor of Mathematics. R. N. SULLIVAN, Assistant Professor of Law. It will be necessary to provide the committee with the services of an Executive Secretary who will supervise the detail work and prepare the business agenda for meetings of the committee. The best qualified man for this is Mr. C. A. Webber, Bursar, who has served as University appointing officer for Civil Service positions for several years and can give the committee the information it will need on past problems and experiences. I recommend his appointment for at least the first year, or until August 31, 1942. Finally, I request that the President of the University be authorized to fill vacancies on this Committee between Board meetings, such appointments to be subject to Board approval.

On motion of Mr. Livingston, these appointments were made, and the President of the University was authorized to proceed as recommended.

RESIDENCE QUALIFICATIONS OF S O N S AND DAUGHTERS O F ARMY AND NAVY O F F I C E R S (14) The Board of Trustees has authorized the Registrar to classify as residents of Illinois, for purposes of registration in the University, men in the military and naval service of the United States while stationed a t posts in Illinois, who wish to register in the University for part-time programs of work. The question has been raised whether this regulation should not be extended to apply to the sons and daughters of officers in the military and naval service while within the State of Illinois. At the present time the Registrar has been operating on the theory that an officer of the army or navy does not acquire a legal residence at any post while serving in the army or navy because he has no freedom of choice as to place of residence, or duration of such residence, and that his residence at the time of entering into the service should be deemed the legal residence. Under this ruling, all students at the University who are sons or daughters of army or navy officers are classified as non-residents of the State, regardless of where their fathers are at present stationed, unless the latter were residents of Illinois before entering the army or navy. An exception is made in the case of sons and daughters of Officers on R.O.T.C. duty at the University of Illinois, who are classified as residents of the State. I recommend that the Registrar be authorized to classify as residents of Illinois all students whose fathers are in the Army or Navy, during the time they are stationed at posts in the State of Illinois, regardless of the fact that the original residence may have been outside the State.

On motion of Mr. Jensen, this authority was granted.
