( k ) Full and part-time deans, directors, administrative officers, and professors, not to exceed 25, at the annual full-time rate of not to exceed $9,000 each. (1) Full and part-time deans, directors, administrative officers, and professors, not to exceed 10, at the annual full-time rate of not to exceed $10,000 each. (m) Nothing in this Act shall be construed to limit the power of the Board of Trustees of the University of Illinois to appoint a president of the University and to fix his compensation. N o r shall any provision of this Act be construed to prevent the employment of students or other help in emergencies on part-time, or of persons by special contract to teach in the summer session for compensation, when such services a r e not demandable under regular or existing contracts of employment of staff members. Compensation to the president of the University, emergency help and teachers in the summer session shall be payable from the appropriations made in sections 1 ( a ) and 8 of this Act. If, in the judgment of the Board of Trustees of the University of Illinois, an emergency exists so that in the best interests of the University it is necessary in order to keep, or to engage the services of additional deans, directors, administrative officers or professors under sub-section (1) hereof, the said Board may pay in such cases, not exceeding five in number, an amount in excess of the maximum annual rate stated in said sub-section. Sec. 10. T h e appropriations for office expense, travel, operation, repairs, equipment, and minor improvements in sections 1 and 8 of this Act are to be expended for the following purposes and in accordance with the following conditions: For office expenses including printing and publications, freight, express, drayage, office supplies, postage, telephone, telegraph, and miscellaneous. F o r travel of Trustees, officers and staff members on official business, including agricultural and other research and inspection, official representation at educational and other meetings, extension work, and miscellaneous administrative travel. F o r operation including farm and garden supplies, food, fuel, household, library, medical, hospital, laboratory, power plant and shop supplies, stock food, water, power, motor supplies and expenses, school supplies, and miscellaneous. F o r repairs to buildings, furniture and furnishings, farm equipment, machinery, office equipment, automobiles and trucks, instruments and apparatus, household equipment, books and maps, museum specimens, tools, fire control apparatus, walks, roads, paving, fencing, plumbing, sewers, drains, water mains, tunnels, transmission lines, and miscellaneous equipment; for minor improvements including special assessments, grading and landscaping, and miscellaneous; for equipment including farm equipment, furniture and furnishings, livestock, machinery, office equipment, automobiles and trucks, instruments and apparatus, household equipment, books and maps, museum specimens, tools, fire control apparatus, and miscellaneous equipment.
