coveries growing out of this investigation were patented by the University said patents would be assigned by the University to the Technical Board. The agreement is drawn for a period of one year from January I, 1941, with provisions for its extension, and the Technical Board agrees to pay the University $6,200 for the expenses of this investigation. The agreement provides that if this sum is not sufficient to cover the year's work, the University shall submit to the Board an estimate of the additional expenditure for the remainder of the year for advance approval by the Technical Board before such additional work is started. In view of the interest in this particular investigation copies of the entire agreement and of a letter from the Director of the Engineering Experiment Station explaining the investigation were sent to the members of the Board of Trustees in advance of this meeting.

On motion of Mr. Davis, this agreement was authorized.

ILLINOIS MINING INSTITUTE SCHOLARSHIPS (16) The Illinois Mining Institute has established an Illinois Mining Institute Scholarship at the University of Illinois. T h e plan is to make available one scholarship each year to an entering freshman, with provisions for annual extensions. The maximum number of scholarships in use at any one time would be four. T h e value of each scholarship will be $100 annually, one half payable at the beginning of each semester. Scholarships will be awarded to entering freshmen by the University Committee on Special Undergraduate Scholarships from applications certified by the Illinois Mining Institute Committee on Scholarships, on the basis of experience, character, general ability, high school scholastic record, or competitive examination. On behalf of the Board of Trustees, I have accepted this offer and have approved the outline of the conditions governing the award of these scholarships, and request confirmation of this action.

On motion of Mr. Karraker, this action was confirmed.

ADMINISTRATION OF RESIDENCE HALLS (17) Heretofore the Women's Residence Halls have been administered jointly by the offices of the Dean of Women and the Physical Plant Department. W i t h the completion of a Men's Residence Hall, which will go into service in September, 1941, and with the appointment of a Director of Residence Halls, it is desirable to reorganize the administration of all residence halls. This matter has been under study by various officers of the University who are directly concerned with the operation of the Residence Halls. On the basis of their advice I recommend that the following organization and procedure be authorized: 1. T h e responsibility for Residence Halls operation shall be assigned to the Physical Plant Department and the administrative authority placed under the Director of Residence Halls. 2. An advisory committee on Residence Halls policies shall be appointed by the President with representatives from the Business Office, Physical Plant Department, Office of the Dean of Men, Office of the Dean of Women, Housing Division, and two from the faculty. 3. T h e administration of all Residence Halls shall be centralized under the Director of Residence Halls whose responsibilities shall include: ( a ) T h e selection and direction of all staff and employees in the Halls. Social directors and counselors shall be selected with the advice of the Dean of W o m e n and the Dean of Men. (b) Room assignments in all the Halls. (c) Operation in accordance with the standards and policies of the University Housing Division. ( d ) Preparation of bills and such assistance in the collection of bills as the Business Office may find necessary. (e) General supervision of stocks and supplies. T h e purchase of all goods, dining hall and kitchen supplies will be centralized in the Purchasing Agent's office.
