MATTERS PRESENTED BY PRESIDENT WILLARD T h e B o a r d considered the following m a t t e r s presented by the President of the University. THE UNIVERSITY BUDGET FOR 1 9 4 1 - 1 9 4 2 ( i ) T h e University budget for the fiscal year beginning July I, 1941, and the academic year beginning September 1, 1941, is submitted herewith. I recommend that this budget, covering the allocation of the University's income from all State appropriations (including the appropriation of the University Income Fund representing all general income) as well as Federal funds and trust funds, for wages, operation, equipment, plant repairs and replacements, and all other operating expense for the fiscal year beginning July 1, 1941, and salaries for the academic year beginning September 1, 1941, be approved; that the President of the University be authorized to make such changes and adjustments as are needed, to make such additional appointments as are necessary, and to accept resignations offered, in accordance with the needs of the University and the equitable interests involved, and within the total amount appropriated; and that the Executive Committee of the Board be hereby authorized to make appropriations from the General Reserve Fund and such other adjustments in the budget as may be needed from time to time whenever it is necessary to lake such action in the absence of a quorum of the Board. T J resident W i l l a r d made a preliminary statement summarizing the budget, and requested M r . Morey to discuss the summaries and the important features, which he did. M r . K a r r a k e r reported that the Finance Committee had considered the budget and recommended its approval. O n motion of M r . K a r r a k e r , the budget w a s approved, the appropriations involved were made, and a u t h o r i t y w a s granted as requested. by the following vote: Aye, President Cleary, M r . Davis, M r . Fornof, Mrs. Grigsby, M r . Jensen, M r . K a r r a k e r , M r . Livingston, D r . M e y e r ; no, n o n e ; absent, M r . A d a m s , M r . Green, M r . W i e l a n d . CHANGES IN DEPARTMENTAL ORGANIZATION (2) T h e internal budget for 1941-1942 includes two changes in departmental organization, which I submit separately with the recommendation that they be authorized: 1. Department of Animal Pathology and Hygiene—a new department. H e r e tofore the instructional and research program in animal pathology and hygiene has been in the Department of Animal Husbandry. In the judgment of the Head of the Department of Animal Husbandry and the Dean of the College of Agriculture the character of this work and its growing importance to the livestock industry in the State warrant reorganizing it into a separate department. This recommendation is concurred in by the Provost of the University and the Dean of the Graduate School, both of whom believe that the work should be given sufficient recognition on a departmental rather than a divisional basis. T h e total budget for the Division of Animal Pathology and Hygiene for 1940-1941 was $28,220. T h e budget proposed for the new Department of Animal Pathology and Hygiene for 1941-1942 totals $32,835, of which $2,130 represents increases in salaries and wages, including one new one-half time assistantship at a salary of $720; and $2,485 represents increases in expense and equipment ($485 increase in operating expenses; $1,000 increase in equipment; and $1,000 as a contingent i t e m ) . This increase in the budget is not due to the reorganization of the work in animal pathology and hygiene, as the adjustments which make up the increase
