NATIONAL DEFENSE RESEARCH PROJECTS (26) Pursuant to the authorization of the Board of Trustees, I have authorized the execution by the Secretary and Comptroller of the Board of Trustees of contracts with the National Defense Research Committee covering three research projects to be carried on in the Department of Chemistry. T h e total amount of money which the Government has agreed to pay covering the cost of these investigations is $27,075. This report was received for record. AMENDMENT TO UNIVERSITY STATUTES RELATING TO RETIRING ALLOWANCES AND DEATH BENEFITS (27) T h e special committee of the faculty which has been studying the University's system of retirement and death benefits has recommended that the University Statutes relating to the present system be amended to equalize the difference between the retiring allowance paid under the present system of $4,000 which may be paid to deans and other general administrative officers and a maximum of only $3,000 which may be paid to other members of the staff. When the present rules were devised in 1925, in general the salaries of deans and other administrative officers were higher than those of other staff members. This is no longer true. T h e Committee does not feel that a difference of $1,000 in the present retiring allowance of these two groups can any longer be justified, particularly since the new system will require contributions by each member of the staff on the basis of total salary. If the differential is removed in full at once, however, it will mean that persons who retire within the next few years might be given an undue advantage over those recently retired. For that reason the committee feels that the maximum retiring allowances to persons other than administrative officers should be increased at the rate of $100 a year beginning September I, 1042, until the maximum for administrative officers is reached. Accordingly, the following resolution is offered: Be it resolved, that paragraph 3 (b) of Section 30 of the University Statutes relating to the maximum retirement allowance to be granted to staff members be amended by adding the following: " T h e maximum retirement allowance which may be granted to staff members other than the President, Deans, and other General Administrative Officers shall be increased at the rate of $100 per year, the first such increase to be effective on retirement allowances granted as of September 1, 1942, until the maximum hereinbefore set for Deans and other General Administrative Officers is reached; provided that the amount of any retirement allowance shall be fixed at the time of retirement and shall not be subject to increase thereafter by reason of this amendment. T h e permanent status of the staff member shall be controlling as to the amount of the retiring allowance."

On motion of Mr. Jensen, this resolution was adopted.

RETAIL SALE OF MILK BY DEPARTMENT OF DAIRY HUSBANDRY (28) In the exercise of the necessary control over the standards and quality of foods served in the Illini Union Building, the H o m e Economics Cafeteria, and the residence halls, the University has placed upon the Department of Dairy Husbandry the responsibility of supplying milk and other dairy products from those produced by the University itself or purchased and processed by the Department. With the opening of the Residence Hall for Men in the fall the amount of these products to be supplied through the Dairy Husbandry Department will increase materially. Heretofore it has been possible for the Department to supply the milk needed from the University's dairy herds, but in the future it will be necessary to either increase the herds or purchase milk from outside sources of such quality and in such quantity as to meet the increased demand. Under the circumstances the Dean of the College of Agriculture recommends that effective September 15, 1941, the University discontinue retail sales of milk and dairy products in Champaign and Urbana since the output of the Department will be needed for the various University food services.
