enrollment of the classes entering in 1041 by ten per cent; (2) continuation of the fourth year of the medical curriculum during the summer of 1941 in order to graduate at an early date as many students as possible; (3) revising instructional schedules to accelerate the output of graduates during the national emergency. T h e Executive Dean of the Chicago Colleges recommends: 1. That the Board of Trustees of the University grant discretionary authority to the Committee on Admissions of the College of Medicine to admit up to 165 students in the 1941 entering class provided that the pending agreement with the Presbyterian Hospital can be consummated this summer. 2. T h a t the University plan for the future on conducting the College of Medicine on a twelve-month basis, particularly for the third- and fourth-year students. (It is now too late for a program of study to be worked out for the summer for next year's fourth-year students.) 3. T h a t the Committee on Admission be given discretionary authority to accept well-qualified third-year students—up to a total of 165 students in the whole junior class—who desire to transfer to the University of Illinois from other approved medical schools. FIRE PREVENTION ON URBANA CAMPUS (18) At the meeting of the Board of Trustees on January 22, 1941 (Minutes, page 170), the question was raised whether or not the University should maintain an independent fire station and carry its own risks, or purchase insurance. T h i s grew out of the discussion concerning the cost of meeting recommendations of the National Board of Fire Underwriters Committee on Fire Prevention and Engineering Standards and of the Western Factory Insurance Association. T h e matter was referred by the Board to the Committee on Buildings and Grounds for study and report. T h e Director of the Physical Plant Department has made a thorough study of the situation and his conclusions are as follows: A well-balanced program should contain provisions for improving both the University buildings (i.e., against hazards) and the fire-fighting facilities to a satisfactory level. H e suggests as a criterion for building improvements those required to meet the standards for the Western Factory Insurance Association underwriting and for the National Board of Fire Underwriters Committee on Fire Prevention and Engineering Standards, which a r e : 1.
