In addition to remodeling the buildings to reduce fire hazards and improve the fire-fighting facilities, it may be desirable to carry insurance on buildings where the risk is very great, such as the Chemistry and Band Buildings. On such buildings where the University is required to do so by the lending agency (Men's Residence Hall, Student Center, Arcade, Illini Union, Medical and Dental College Laboratories, and Chicago Union Building), insurance will, of course, have to be continued. Except in such cases, it is believed that the University should carry its own fire risk for the following reasons: 1. During the past 20 years, with less adequate fire-fighting facilities, and a lower standard of building construction than the Physical Plant is recommending in this report, the loss by fire has been approximately $850 a year. It is possible, however, for a large fire to occur at any time, which may affect the fire loss record unfavorably. 2. T h e plant valuation is large. 3. T h e buildings are distributed over a large area and, except in the Engineering group, it is not probable that there would be a conflagration spreading to other buildings. 4. Inspection and prevention are the best means of protection. W i t h a fire station adequately manned and equipped, and with the cooperation of the faculty, such a program should reduce the fire risk to a minimum. As to the order of urgency of the improvements recommended by the Western Factory Insurance Association and the National Board of Fire Underwriters, the recommendations of the Director of the Physical Plant Department are:

1. Replace firemen in receiving routine watchman and police calls (to provide adequate rest) 2. Appoint two additional officers and increase salary of present firemen to correspond to local prevailing wage 3.
