The Board considered the following matters presented by the President of the University.

CHANGE IN ORGANIZATION OF DEPARTMENT OF POLITICAL SCIENCE (1) The members of the Department of Political Science of professorial rank and the Dean of the College of Liberal Arts and Sciences recommend a change in the organization of the Department from a department organized with a head to a department with a chairman. T h e University of Illinois Statutes provide for such changes. I concur.

On motion of Mr. Adams, this change was approved.

AGREEMENTS FOR COOPERATIVE INVESTIGATIONS (2) A report of the approval of the following agreements for cooperative investigations: 1. Renewal of agreement with the Public Roads Administration of the Federal W o r k s Agency and the Dwision of Highways of the Department of Public W o r k s and Buildings of Illinois, for a cooperative investigation of reinforced concrete slabs by the Engineering Experiment Station. This agreement is for one year from July 1, 1941, and the cooperating agencies will contribute up to $20,000 (each contributing one-half of the costs) for the expenses of this investigation. T h e agreement conforms in all respects to the Statutes and policies of the University governing such investigations. 2. Extension of agreement with the Kellogg Company for an investigation of the effect of bran on the alimentary tract by the College of Medicine for one month from March I, 1041. The Company agrees to contribute $1,300 to cover the cost of continuing this investigation. 3. At its meeting on January 22, 1941 (Minutes, page 165), the Board approved an agreement with Phenolphthalein Research, Incorporated, for a continuation of researches in pharmacology during the calendar year 1941, the cooperating agency offering to contribute $12,000 ($1,000 per month) for the expenses of this program. Phenolphthalein Research, Incorporated, desires to modify this agreement to provide for monthly payments of $675 from February I through June 30, 1941, due to the transfer of a portion of this work to another agency. T h e expenses of conducting the work during the month of January were paid from unexpended balances carried over from previous grants. T h e existing agreement will either be terminated July 1, 1941, or a new proposal submitted after that date. 4. American Potash Institute, Inc., renewal of agreement to study the interaction of soils with potassium salts added thereto and the availability to growing plants of the resulting forms of potassium. This renewal is to cover a period of three years beginning September 1, 1941, and the Institute agrees to contribute $1,200 a year for the support of this study. 5. Division of Highways, Department of Public W o r k s and Buildings of Illinois, extension of agreement for a cooperative investigation of earth pressures on rigid culverts, for one year from July I, 1941, under the same terms as stipulated in present agreement. T h e Department will pay the actual cost incurred in the investigation, and it is estimated that the total amount will not exceed $1,000.

On motion of Mr. Fornof, these agreements were approved.
