The action of the Board did not include any reference to the conditions of award. Accordingly, I recommend that the scholarships shall be awarded in accordance with the rules and regulations prescribed by the President of the University. O n motion of M r . Cleary, this recommendation was adopted, with the provision that the scholarships are to be a w a r d e d to members of the sophomore or higher classes.

SCHOLARSHIPS FOR SOUTH AMERICAN STUDENTS

(15) AS a part of its program of developing and improving relations between the United States and the countries of South and Central America, the Department of State, through its Division of Cultural Relations, desires to offer inducements to students from these countries to attend institutions of higher education in the United States. The Department will endeavor to provide funds for the traveling expenses of a limited number of selected students and has asked colleges and universities to assist in this program by offering scholarships to such students. I recommend that the Board of Trustees authorize the establishment of ten scholarships to be awarded annually to students from Central and South American countries who wish to attend the University of Illinois under this program, such scholarships to entitle their holders to exemption from the payment of matriculation and tuition fees (but not laboratory fees or service charges) in any division of the University at Urbana for four years. I further recommend that the President of the University be authorized to prescribe the rules and procedures under which these scholarships shall be awarded. These scholarships shall be awarded only when and if the United States Department of State makes available funds for the traveling expenses of the students eligible to receive such scholarships.

On motion of Mr. Cleary, the award of these scholarships was authorized for one year.

C U R R I C U L U M IN PHARMACY

(16) The University Senate recommends that the curriculum of the College of Pharmacy be modified: (1) by doing away with the one year of pre-pharmacy work, hitherto taken at any accredited college or university, and transferring that work to the College of Pharmacy; and (2) by setting up a number of professional options or curricula in place of the single curriculum that has obtained heretofore. These changes are based on recommendations from the faculty of the College of Pharmacy and a study of these proposals made by the Senate Committee on Educational Policy. The report of the Committee, as submitted to the Senate, including the full curricula recommended, is hereby given to the Secretary of the Board for record. I recommend approval and request authorization to put this new curriculum into operation, effective September 1, 1941, to the extent that funds are available in the budget approved for the College of Pharmacy for 1941-1942 and subsequent years to meet the expenses of this new educational program.

On motion of Dr. Meyer, this curriculum was approved as recommended.

LEGISLATION RELATING T O T H E USE OF PUBLIC B U I L D I N G S FOR COMMERCIAL PURPOSES

(17) Legislation has been introduced in the General Assembly of Illinois which might be construed as affecting the University, prohibiting the use of public buildings for commercial purposes.

On motion of Mr. Jensen, the Board authorized the President ot the University to oppose the passage of any such legislation in a form which would interfere with, or otherwise restrict, its services to the students.
