T h e Executive Committee of the College of Medicine has recommended that this provision be changed so that members of the faculty of that College registering for pre-clinical courses (i.e., those offered during the first two years of the medical curriculum) be exempt from the payment of any tuition fees. T h i s request was referred to the standing Faculty Committee on Fees and Scholarships for its consideration and advice, and that committee has recommended that members of the junior faculty (those departments offering instruction in the first two years of the medical curriculum) who have the degree of Doctor of Philosophy be permitted to enroll in pre-clinical courses in t h e College of Medicine without payment of tuition fees. T h e committee recommends that this be restricted to members of the faculty who are now on the staff. I concur in this recommendation. O n m o t i o n of D r . M e y e r , t h i s r e c o m m e n d a t i o n w a s a p p r o v e d . PURCHASE OF DAIRY PRODUCTS FOR ILLINI UNION BUILDING (30) T h e opening of the Mini Union Building will present an important problem with respect to securing the necessary dairy products for the food services to be operated in that building, It is obviously essential that only products of the highest quality, safety, and sanitary excellence be served. T o that end, only dairy products of the highest quality obtainable should be served. Furthermore, it is the hope of the Food Service Manager of the building to be able to increase the consumption of milk products and thereby aid in maintaining and improving student health. The Dairy Department is not in a position to supply all necessary products from University herds without suspending completely its retail deliveries. Such a step in the opinion of the Department is undesirable because a certain amount of retail trade is essential in maintaining a well-rounded instructional and research program. The Dairy Department however is in a position to secure from outside sources milk of a satisfactory sanitary standard, and to process this milk fully in its own plant. In this way all milk delivered to the Union Building would be of the highest sanitary standards. The same is true of other dairy products. After considering this matter carefully with the University Health Officer, the Dean of the College of Agriculture, the Comptroller, and the Food Service Manager of the Union Building, it is recommended that the President of the University be given authority to arrange for procuring all milk products needed for the Union Food Services through the Dairy Department of the University.

The President of the University was authorized to proceed in accordance with this program.

ILLINI U N I O N BOARD (31) On July 15, 1938 (Minutes, page 11), the Board authorized the establishment of an "Advisory Committee on Management and Operation of the Illini Union Building" consisting of the Director of the Physical Plant Department as Chairman, two members of the faculty to be appointed by the President of the University, the President of the Alumni Association or his representative, four students, two to be elected from the junior class for two-year terms by the Student Senate, and the Comptroller, who is also ex officio Treasurer of the University of Illinois Foundation. T h e Advisory Committee recommends that its title be changed to "Illini Union Board" and that it be given the following general authority: 1. Determination of general policies as to rates and charges for the use of the facilities within, and incidental to the operation of, the Illini Union Building subject to final approval by the Board of Trustees of the same. 2. Determination of general policies governing operation of the following services within the building, including all food service, bowling alleys and other recreational areas, guest rooms, checking facilities, and ticket selling facilities; the building manager shall have the responsibility for the successful operation of these functions. 3. Jurisdiction over policies of space assignments to secure the most effective use of the building. 4. Determination of policies relating to the use of the building by graduate
