students, faculty, alumni, and all non-student groups and organizations entitled to such privileges. 5. Activities of undergraduate student organizations carried on in the building shall be under the authority of the Senate Committee on Student Affairs. Student requests will be subject to final approval by the Social Director as the executive agent of the Committee for all activities in the building. T h e Illini Union Board will cooperate with the Committee in providing a broad student program in the building. I recommend approval.

On motion of Mr. Cleary, these recommendations were approved.

USE OF ILLINI U N I O N BUILDING BY LOCAL ORGANIZATIONS IN CHAMPAIGN-URBANA (32) Under the University Statutes, University buildings may be used by student and faculty organizations, and for meetings of a non-local character of public or educational significance. T h e Director of the Physical Plant Department requests that the Board of Trustees authorize an exception to this provision, incidental to the opening of the Illini Union Building, by permitting certain local organizations in Champaign and Urbana (such as the service clubs and the associations of commerce) to hold one meeting each in the building to give them an opportunity to inspect it and to give University officials an opportunity to explain the policies governing its operation and use. I recommend approval.

On motion of Mr. Jensen, this use of the Illini Union Building was authorized as recommended.

TUITION A N D FEES A t this point, M r . J e n s e n , for t h e special c o m m i t t e e on fees a n d scholarships, presented a recommendation that the report presented S e p t e m b e r 27, 1940 ( M i n u t e s , p a g e 4 4 ) , be a m e n d e d as follows: Under the head "Tuition Fees," change section 7 to read as follows: "7. T h e tuition fee for non-residents of Illinois in all undergraduate colleges and divisions on the Urbana campus shall be double the resident fee." Add two sections, as follows: "8. T h e tuition fee for non-residents of Illinois in all graduate colleges and divisions on the U r b a n a campus shall be increased $7.50 a semester." "o. T h e tuition fee charged graduate students enrolled for not more than two units of work shall be $10 a unit for residents of Illinois and $20 a unit for non-residents, in all divisions of the Graduate School." Under the head " S u m m e r Session Fees," change sections 1 and 3 to read as follows: " 1 . T h e resident tuition fee in all colleges and divisions on the Urbana campus shall be increased $5, making the general tuition fee $25." "3. T h e single course fee shall be $10 for a three-hour course for residents and $20 for non-resident students."

On motion of Mr. Jensen, these amendments were adopted as recommended, and the Secretary was authorized to correct the minutes of the meeting of September 27, 1940, accordingly.

BONDS OF EMPLOYEES

Mr. Karraker, for the Finance Committee, submitted a schedule of changes in the list of persons, members of the staff and employees of the University, who are under bond because they handle funds, make purchases, or sign the names of the President and the Secretary of the Board. Five names are deleted and sixteen added. With these changes, the bond now covers a total of 121 persons in amounts from $1,000 to $50,000, a total of $342,000. On motion of Mr. Karraker, these changes were approved and the list was filed with the Secretary of the Board.
