5. Amendment of the law relating to General Assembly scholarships to provide that ( a ) a candidate for a General Assembly scholarship must be in the upper 50 per cent of his high school graduating class or must have achieved an average of 15 points above the passing grade of any college or university in which he was enrolled; (b) a holder of a scholarship must maintain a satisfactory scholastic standing to retain his scholarship; and ( c ) the holder shall be exempt from the payment of the incidental and tuition fees charged in the undergraduate colleges (i.e., those admitting students directly from high school) ; and when a scholarship is awarded to a candidate entering one of the professional schools, or having attended one of the undergraduate colleges and fhe holder transfers to a division of the University in which higher fees are charged, he shall be required to pay the difference. 6. Amendment of the law relating to County scholarships to provide that ( a ) a candidate must receive a grade of 70 or more in a competitive examination to be eligible for a scholarship; ( b ) the number of these scholarships in Cook County be increased to provide for one from each Congressional district in that area. 7. Amendment of act providing for joint operation of the Research and Educational Hospitals by the University and the Department of Public Welfare to include the Illinois Eye and Ear Infirmary. T h e important item in this program is the biennial appropriation, and all others should be subordinate thereto. T h e more subjects of University legislation there are before the General Assembly, the more complicated becomes its general program. These items were reported to the Board at the meeting on December 5, but there was no opportunity for any extended discussion, and I would suggest that the Board give this program further consideration with a view to eliminating some of these items from the program.

Mr. Davis reported on conferences with the Governor and members of the General Assembly on the program for the operation of the hospitals. This report was received for record. It was the judgment of the Board that the scholarship legislation should not be introduced in either house of the General Assembly until the appropriation bills have been disposed of in that house.

A G R E E M E N T S F O R C O O P E R A T I V E INVESTIGATIONS (21) A report of the approval of the following agreements for cooperative investigations: 1. Phenolphthalein Research, Incorporated, a continuation of investigations in the field of pharmacology (previously carried on under the direction of the late Dr. Bernard F a n t u s ) . These investigations have been going on for the past several years under an informal agreement in which Phenolphthalein Research, Incorporated, has agreed to all statutory conditions governing such investigations. T h e agency has offered to contribute $12,000 for the continuation of these investigations under the same conditions for the year 1041. 2. Public Service Company of Northern Illinois, a cooperative investigation of the application of electric power to field operations in farming, to adapt electric power to drawbar equipment, to develop new equipment if necessary, and to test this electrically operated equipment in actual field operations, by the Agricultural Experiment Station. The agreement is drawn for a period of two years from January 1, 1941, with provisions for its extension upon mutual agreement. T h e Company agrees to pay the sum of $2,500 during the first year and $2,500, or so much thereof as may be needed, during the second year of this investigation.

On motion of Mr. Jensen, these agreements were approved.
