terms offered, and an appropriation of $1,000 was made from the General Reserve Fund for the first payment, by the following vote: Aye, Mr. Cleary, Mr. Davis, Mr. Jensen, Mr. Karraker, Dr. Meyer, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Green, Mr. Mayer, Mrs. Plumb, Mr. Wieland.

D U R A N D HOSPITAL AND THE McCORMICK INSTITUTE FOR INFECTIOUS DISEASES (18) At the meeting of the Board on January 27, 1940 (Minutes, page 723), a report was made on the possibilities of acquiring the properties of the Durand Hospital and the McCormick Institute for Infectious Diseases in Chicago for use as a students' residence hall. T h e Board then referred the matter to the President of the University for further study. A committee consisting of the Executive Dean of the Chicago Colleges, the Director of the Physical Plant Department, and the Comptroller, was appointed to study this proposal. I submit a report from this committee, a copy of which is hereby given to the Secretary of the Board for record. As this report indicates, the committee recommends that no attempt be made by the University to acquire these properties or secure their use at the present time.

On motion of Mr. Jensen, the recommendation of the special committee was adopted.

AMENDMENT OF STATE FISH AND GAME CODE (19) T h e field instruction and scientific investigation conducted by certain biological departments, particularly the Department of Zoology, require instructors and students to secure specimens under circumstances which are violations of the State Fish and Game Code, except during the limited open seasons. T h e State Department of Conservation and the State Natural History Survey have extended to instructors and students in that department many courtesies (chiefly letters explaining the character of their work and requesting game wardens not to interfere with i t ) , but such precautions are at best extra-legal. At one time the Department of Conservation deputized students registered in certain courses to permit them to carry on their field work, but when that arrangement expired it was not renewed, on the ground that it is not legal. The Department has requested, therefore, that the University seek to have the State Fish and Game Code amended to include in the exemptions from its provisions members of the staff and students of the University of Illinois, when engaged in research and instruction in wild life. T h e Code now exempts members of the scientific staff of the State Natural History Survey when engaged in investigational work. I recommend that the Board authorize the sponsorship of such an amendment by the University.

On motion of Mr. Cleary, the introduction of this legislation was authorized.

UNIVERSITY OF ILLINOIS LEGISLATION PROPOSED FOR INTRODUCTION IN THE 6 2 N D GENERAL ASSEMBLY ( 1 9 4 1 ) (20) In view of the various proposals for University of Illinois legislation to be presented to the 62nd General Assembly in 1941, the Board may wish to consider the number of bills this will require and decide upon a policy or program. These proposals a r e : 1. T h e regular appropriation for the biennium, 1941-1943. 2. Appropriation for maintenance and operation of the Research and Educational Hospitals, if the plan now under consideration is approved by all parties concerned. 3. Appropriation for Agricultural and H o m e Economics Extension, heretofore made to the State Department of Agriculture. 4. An act authorizing the Board of Trustees to issue bonds for financing the construction of self-liquidating projects and for refinancing existing projects already under way.
