On motion of Mr. Jensen, these adjustments were confirmed and an appropriation of $6,650 was made from the General Reserve Fund to cover, by the following vote: Aye, Mr. Cleary, Mr. Davis, Mr. Jensen, Mr. Karraker, Dr. Meyer, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Green, Mr. Mayer, Mrs. Plumb, Mr. Wieland.

GRADUATE S T U D E N T DISCIPLINE

(6) The University of Illinois Statutes provide that the University Senate shall elect a Committee on Student Discipline which shall appoint one or more subcommittees with original jurisdiction to hear and render decisions in all disciplinary cases, except that students registered in the Graduate School shall be subject to discipline by the Dean of that School. There is no further provision in the Statutes with respect to graduate student discipline. The Dean of the Graduate School recommends authorization of a committee on discipline for the Graduate School with the Dean as Chairman ex officio and with the Assistant Dean of the Graduate School and the Chairman of the Sub-Committee of the Senate Committee on Discipline (which committee deals with undergraduate cases) as members ex officio. I therefore recommend that the University of Illinois Statutes approved March 10, 1936, be amended by the addition of the following paragraph (e) to section 15, which deals with the organization of the Graduate School: (e) There shall be a Committee on Discipline for the Graduate School with the Dean of the Graduate School as Chairman ex officio and the Assistant Dean of the Graduate School and the Chairman of the Sub-Committee of the Senate Committee on Student Discipline as members ex officio. The President of the University in consultation with the Dean of the Graduate School is authorized to appoint other members of the committee if it is deemed necessary.

On motion of Dr. Meyer, the Statutes were amended as recommended.

TRAINING COURSES FOR MUNICIPAL FINANCE OFFICERS

(7) The Illinois Municipal League has requested that the University establish a continuous program for training municipal finance officers in the best budgeting, accounting, and other fiscal practices. As an experimental project the League has offered the University $3,500, with the understanding that the State Board for Vocational Education will contribute an equal amount, to set up the program for the first year. The contributions will come from the following sources: American Municipal Association $ 500 Municipal Finance Officers Association 1 000 Illinois Chamber of Commerce 1 000 Illinois Municipal League 1 000 State Board for Vocational Education 3 500 Total $7 000 This proposal has been considered by the members of the faculty concerned, including the Comptroller, representatives of the Departments of Business Organization and Operation, Economics, and Political Science, and the Director of University Extension, all of whom believe it represents a program of genuine significance and possibility. The University of Illinois has long been a leader in the promotion of improved public service, and particularly in the financial departments of governmental bodies, and this offers an opportunity to make such work more effective and practical. I recommend: 1. That the offer of the Illinois Municipal League and associated agencies be accepted. 2. That the money contributed be placed in a special fund to be used for the organization of extramural non-credit short courses for municipal finance officers, including costs of instruction, travel of instructors, the preparation of materials, and all other expenses.
